THE Zimbabwe National Water Authority (Zinwa) has reportedly refused to restore water supplies to Binga Rural District Council until the local authority has paid at least $300 000 of its $1,5 million debt. BY PRAISEMORE SITHOLE Zinwa cut off water supplies to Binga in September, forcing residents and business operators to turn to boreholes and other unsafe water sources. Binga Residents Association vice-chairperson Samson Sibanda said Zinwa recently met council officials and indicated that it would restore water supplies after the local authority has paid at least $300 000 towards settling the bill. “We met and agreed on the way forward for water to be reopened. Council is the one that owes Zinwa money and not the residents. For water to be reopened Zinwa said they require at least $300 000 from the council,” Sibanda said. “Residents of Masoja area who are affected by the water cut started to protest and demonstrate saying they had been paying council and the issue has to be resolved immediately.” Binga district development co-ordinator Farai Marinyame confirmed that stakeholders met on Wednesday to try to resolve the crisis. “I was not on the ground, but there was a meeting between Zinwa, residents and the council to solve the ongoing water crisis. For now there is still no water as council is still negotiating with Zinwa so that they take that project,” Marinyame said. “The main problem is that residents are not paying up.” Binga RDC chief executive officer Joshua Muzamba said he was still out of Binga. “I am still out of Binga, just look for those on the ground who can give you information,” he said. Zinwa spokesperson Marjorie Munyonga, who previously pleaded with residents to pay up, yesterday said she was out of office and was yet to be briefed on the latest developments.

FORMER Highlanders coach Reuben Tsengwa has died. BY SPORTS REPORTER Tsengwa died on Thursday of a yet to be confirmed ailment. Highlanders chairman Kenneth Mhlophe confirmed Tsengwa’s death in a statement yesterday. “We have learnt with sadness the passing on of a Bosso son Reuben Tsengwa who died yesterday at the age of 60. Tsengwa, a Bosso junior product himself, also served the club as juniors coach before deputising Methembe Ndlovu in the first team in 2006. He also had a short stint as the first team head coach before he left the club in 2009,” Mhlophe said. BY HARRIET CHIKANDIWA A PRIVATE health facility in Harare, Parktown Hospital, will today offer free breast cancer screening services for both men and women as part of efforts to encourage citizens to undergo early checks for the world’s leading killer disease. This comes at a time breast cancer cases are on the increase, with one in eight women likely to be affected in their lifetime. Men are also at risk, but the chances are slim. The world over, breast cancer is commemorated during the month of October where stakeholders amplify and review their campaign strategies to counter the disease. However, many women still do not have access to correct information on the disease as well as screening and treatment. Senior general nurse at Parktown Hospital, Laurel Hamandishe, said women should take the awareness month as an opportunity for them to go for early and regular breast cancer screening. “Women should do regular breast cancer screening such as mammography. They should know the early signs of breast cancer. They must do daily breast cancer examinations to check for any lumps, nipple shapes and skin texture,” she said. Hamandishe demystified the myth that breast cancer is a death sentence, adding early diagnosis increases chances of survival. She urged women to live a healthy life style, exercise regularly and not to have too much radiation exposure. “To those battling with cancer I say do not lose hope because there are countless ongoing researches, medications and technologies that are being invented daily to tackle such cases. Who knows — maybe soon there will be a cure for cancer,” she said.

If there is one movie on Netflix that I would urge people to go and see, it is “The Great Hack”.
That highest bidder subsequently used the personal data to conduct what the US military calls “psyops” or Psychological Operations which have involved generating sophisticated and extremely subtle propaganda campaigns that have proved to influence and even change public (meaning individual FB clients’) opinion.
The real problem, our “reporter” discovers, is that many of CA’s richest and most powerful clients are dictators and would-be autocrats who have been elected or re-elected to political office thanks largely to the efforts of CA-crafted ‘psyops’ that target specific social media users.
The trick is that voters don’t realise they’ve been fed (over social media) propaganda that supports the CA client.
The two award-winning Egyptian-American filmmakers, Jehane Noujam and Karim Amer, did a superlative job, not only in creating a visually energizing film but also in breaking down a complex history and process that features everyone from Donald Trump and Mark Zuckerberg to CA’s CEO, Alexander Nix and the working class techie “wiz kid”, Chelsea Kaiser who set up (and “weaponised”’) the CA psyops system.
TWELVE people were on Tuesday admitted to Mpilo Central Hospital suffering from diarrhoea as Bulawayo City Council (BCC) denied that the six children who died of diarrhoea in Luveve high-density suburb could have consumed contaminated water provided by council.
Ndlovu said the diarrhoea cases were from people residing in New and Old Luveve, Cowdray Park, Iminyela and Magwegwe high-density suburbs where there had been complaints of residents receiving dirty and smelly water from their taps.
In a report yesterday, Dube said following numerous reports of water contamination in Old Luveve through the call centre, the system was immediately exempted and flushed.
Dube said on June 4, a water distribution team went to Old Luveve to conduct investigations on the source of contamination and probable solutions to the health hazard.
“Information gathered from residents and data from the call centre indicated that the affected area in Old Luveve had recurrent sewer blockages, service connection leaks, hand-dug wells along outfall sewer pipes along the stream and a number of water pipe bursts which were repaired,” he said.

CHIVHU district development coordinator (DDC) Michael Mariga yesterday stripped two MDC Alliance councillors of their posts and barred them from attending council meetings after they defied orders to resign from the civil service following their victory in the 2018 harmonised elections. BY MIRIAM MANGWAYA Edwin Maseva (ward 11) and Emmanuel Punungwe (ward 10), who are both primary school teachers, were stripped of their titles just before the beginning of the Chikomba Rural District full council meeting. Addressing other councillors during the meeting, Mariga said Maseva and Punungwe had failed to comply with a directive from the Public Service Commission (PSC), which ordered them to resign from the civil service 30 days following 2018 their electoral victory or stop serving as councillors. According to a letter dated April 15, 2020, written by the PSC secretary Jonathan Wutawunashe, which Mariga read out to councillors, civil servants serving as councillors would be violating the Constitution and the Public Service Regulations Statutory Instrument 1 of 2000 as stated in Circular 10 of November 2018. “Given the fact that it is a misconduct to engage in any other employment or service for remuneration without the written consent of the commission, it is advisable that you act immediately to correct the situation,” the letter read. “For avoidance of doubt, the commission hereby directs that as a civil servant, you should cease to serve as a councillor with immediate effect. Failure to comply with this directive will result in disciplinary action taken against you.” Maseva said Mariga had misdirected himself by relying on an old prohibition order which had been overtaken by events. “We are still in talks with the PSC on this issue and we have also engaged lawyers. As it is right now, the DDC’s dismissal is null,” Maseva said. Punungwe described the decision by PSC to dismiss them from council as part of political persecution of opposition officials. “This is a selective application of the law aimed at pushing certain agendas. I wonder why PSC decided to fire us from council instead of the civil service,” he said. Following the PSC directive, three Zanu PF councillors in Buhera Rural District Council who were also teachers, resigned recently from the civil service to continue serving in council.
