PRESIDENT Emmerson Mnangagwa yesterday said Africa was robbed of its developmental momentum through co-ordinated efforts by imperialists to destroy its rich socio-political and economic heritage and culture. BY HARRIET CHIKANDIWA Mnangagwa said this while addressing delegates during the ground breaking ceremony of the Museum of African Liberation in Harare. He said the peace, tranquillity and path to development enjoyed by the continent was interrupted through the narrative of discovery, slavery, occupation and colonialism. “More than 500 years ago, Africa was robbed of development momentum through coordinated efforts to destroy its rich socio-political and economic heritage and culture,” Mnangagwa said. “Systematic falsehoods were developed to erase our memories and project us as a home of darkness; all these setbacks and disappointments never suppressed the need for freedom and total emancipation.” He added: “We rose and resolved to fight until we realised our freedom and restored our human dignity which had been quenched out of us, by successive years of colonial oppression, even so freedom and independence remain incomplete until we have total control of our rich God given natural resources. “To this day, our quest for the unhindered right to access and utilise our natural resources continue being hampered, in the case of Zimbabwe, sanctions, constrain the realisation of our full socio-economic potential.” He said former imperial powers continue to fan divisions in other countries on the continent so that they can have an opportunity to pilfer and loot resources during the chaos. “Learning from our history and past, the time has come for us to deliberately and more consciously defend interested as people of Africa,” Mnangagwa said. “Through this continental project, let us put to rest the one side Euro-centric narratives which have been perpetuated in the public space for too long.” He said Zimbabwe was honoured by the African Union to host this museum and play a coordinating role in the structure of a unique repository of our African liberation heritage. “Zimbabwe dedicated this piece of land to the preservation of the rich liberation war heritage of our great African continent,” he said. Addressing journalists on Monday, secretary for war veterans in the Zanu PF politburo, Douglas Mahiya said the former freedom fighters have committed to partner the Institute of African Knowledge (INSTAK) in the legacy project through providing accurate and authentic information about the country’s armed struggle. “As veterans of the Zimbabwean armed struggle, we remain consistent and persistent in our quest to help Zimbabweans and Africans at large understand the true and authentic story of the liberation countries, which include Zimbabwe,” Mahiya said. PLANS by three of the country’s biggest foreign-controlled firms to invest fresh capital into their local operations represent the earliest pointers to a potential bounce back next year following a turmoil-filled 2020, researchers at IH Securities said on Monday. BY SHAME MAKOSHORI Swiss-headquartered foods and beverages giant, Nestle and Jersey-based Caledonia Mining Corporation have announced combined investments totalling US$62,5 million into Zimbabwe in the past week. Caledonia operates Blanket gold mine, one of the country’s biggest bullion extraction outfits. Platinum miner, Zimplats has also been making aggressive expansion moves at its Ngezi operation. Foreign firms hold the key to the development of frontier markets and the attitude of those already invested shapes perceptions across fund managers and individual investors seeking opportunities in a given destination. In a two-page paper titled Macro-Economic Update, Zimbabwe 2021 National Budget Review, IH said the optimism demonstrated by the three firms received a boost when Finance minister Mthuli Ncube attempted in next year’s fiscal plan to make interventions that may steer industries back to improved production. The past two years have been difficult for Zimbabwe, which has battled acute foreign currency, fuel and power shortages. These were compounded by inflationary surges in the past 12 months, together with exchange rate volatilities that only cooled off after the central bank introduced the forex auction system in June. At the beginning of the year, Zimbabwe’s fragile economy was hit by the COVID-19 pandemic, which forced government to shut down businesses, as authorities tried to prevent contagion. However, IH’s paper said stability would only be sustained if the exchange rate continued on a positive trajectory. “The 2021 budget attempts to solve the underlying problem of productivity through several measures, the main lever of which is stabilisation of the local currency,” IH said. “Trading updates for 3Q20 (third quarter 2020) have consistently shown recovering retail volumes from the sharp decline in 1H2020 (first half 2020) implying some recovery in consumer demand. Interestingly, companies servicing the infrastructure industry such as Proplastics and Lafarge have also shown improved order books implying growth in capital spend. We also note signs that some foreign-based parent companies, including Nestle, Caledonia and Zimplats, have indicated intent to increase investment in their local subsidiaries. The relatively stable environment in H2 set up by a surprisingly stable forex auction market and a resultantly stable Zimbabwe dollar has improved business and consumer confidence,” the paper said. BULAWAYO City Council (BCC) is disconnecting water supplies to government departments over outstanding bills running into several millions of dollars. By NQOBANI NDLOVU Recently, the local authority switched off water supplies at Tredgold Building which houses the magistrates court, Labour Court, Department of Surveyor General, Social Services, Registrar-General’s Office, Local Government ministry and Umguza district co-ordinator's office. As of October, the local authority was owed $477 million by residents, government departments, industry and commerce. In the past, residents would bear the brunt of water cuts over unpaid bills with council sparing government departments. A latest report of the finance and development committee showed that an arrangement that saw council sparing government departments the inconvenience of water cuts had since been revoked. “Councillor Rodney Jele enquired about water disconnections for non-payments. There was rumour that council had disconnected water supplies in most government institutions which include Tredgold Building,” the council report read in part. “In response, councillor Silas Chigora confirmed that council was disconnecting water supplies at government institutions with outstanding amounts. Previously, council had a set-off arrangement with the central government, but this arrangement had since been stopped. Each ministry was paying its council bills directly.” Council argues that failure by its debtors to clear their outstanding bills was affecting its ability to provide services and owner its obligations. At one time, council having been frustrated by failure of ratepayers to pay bills, opted to name and shame defaulters. The council compiled a list of 29 wards, detailing payment patterns by residents. The local authority is also planning to introduce flow-limiter devices restricting households who fail to pay rates to five kilolitres of water per day as opposed to water disconnection to avoid litigation. In February, council unveiled a credit control and debt collection policy that sought to maintain predictable cashflows and allow for improved management of debts, among others. The policy provides for procedures and mechanisms for credit control and debt collection. Cape Town - The South African government has confirmed that it has made a formal request to the government of Malawi for the extradition of fugitive pastor Shepherd Bushiri and his wife, Mary. “The extradition request for Mr and Mrs Bushiri, has been duly served in terms of Article 6 of the SADC Protocol on extradition as well Article 10 of the Extradition Agreement Between the Government of Malawi and Republic of South Africa entered in terms of the Republic of South Africa Extradition Act No 67 of 1962 as amended,” the Department of Justice said on Friday. “Given our sound and healthy diplomatic, strategic and political relationship, and our common citizenship of the SADC community, we are convinced that the Republic of Malawi will honour the letter and spirit of every provision of their International and regional obligations” Justice Minister Ronald Lamola said. The couple fled South Africa after being released on bail early last month. The self-proclaimed prophet and prophetess are facing charges charges of theft, money laundering and fraud relating to an investment scheme. They were released on a R200 000 bail each in the Pretoria Magistrate's Court on November 4, following their arrest in October. Their bail conditions stipulated that they were allowed to travel within Gauteng and North West only, until the case was finalised. The couple own a hotel in Rustenburg in North West. The prosecuting authority in Malawi last week filed an appeal against the unconditional release of the charismatic preacher and his wife. The case was heard on Tuesday. Lilongwe Magistrate Viva Nyimba ruled last week that the couple’s arrest in Malawi was illegal as there was no arrest warrant issued by the Malawian authorities. The magistrate ordered their unconditional release. Malawi police arrested them on a warrant received from Interpol. The state wanted the couple to remain in custody for 30 days while waiting for the extradition request from South Africa. Bushiri has said he fled to Malawi because he feared for their lives and that they would not get a fair trial presided by white court officials and investigated by corrupt white police officers. He demanded that the prosecuting team and the investigating officers be removed and for South African authorities to assure his safety and not revoke his bail. However, Bushiri’s bail has been revoked and warrants of arrest issued. He has also lost his opulent house in Centurion, Pretoria. Young army officers in the conflict-ridden Sahel state toppled president Ibrahim Boubacar Keita on August 18 after weeks of anti-government protests.
Under the threat of international sanctions, the officers between September and October handed power to an interim government, which is meant to rule for 18 months before staging elections.
Coup leader Colonel Assimi Goita, who was made vice president of the interim government, was given veto power last month over the appointments to the 121-seat legislative body.
The move was seen by critics of the military-dominated interim regime as strengthening army control.
The final list for the new National Transitional Council was published by a decree from the interim president, Bah Ndaw, himself a retired army colonel.
The list of appointments was read out late Thursday on national television. Members of the defense and security forces received 22 seats.
The body will meet for the first time on Saturday and will elect its president.

ZANU PF acting spokesperson Patrick Chinamasa (pictured) yesterday took praise-singing to a new level, describing President Emmerson Mnangagwa as the country’s own Mbuya Nehanda, an ancient ancestral spirit from the 19th century considered holy and powerful in local lore. BY BLESSED MHLANGA Mnangagwa’s government is constructing a giant stature of Nehanda Charwe Nyakasikana, a spirit medium also known as Mbuya Nehanda at the intersection of Samora Machel Avenue and Julius Nyerere Way in the capital Harare. Charwe, who was among the leaders of the First Chimurenga war against colonisation in the 19th century, was hanged around March 1898. Addressing a weekly Zanu PF Press briefing, Chinamasa said while in the past former colonial masters, Britain, beheaded revolutionaries, they had turned to social media attacks in modern-day to “discredit icons like Mnangagwa” who were working for economic emancipation. He said social media attacks on Mnangagwa and his family were equal to the attacks faced by the likes of Mbuya Nehanda and Sekuru Kaguvi during the early resistance to colonialism. “Allow me to draw parallels between, on one hand the public beheading of Mbuya Nehanda, Sekuru Kagivi, Chief Mashayamombe, Mutekedza Chiwashira and other anti-colonial resistance fighters,” Chinamasa said. “On the other hand, the imposition of illegal sanctions by the European Union, United Kingdom, United States, white Commonwealth countries, Australia, Canada and New Zealand accompanied by the orchestrated social media onslaught targeting President Mnangagwa and his family.” He added: “It is to intimidate our leader with the intention to cow the general population into submission and subjugation. “The enemy goes after the scalp of our leader first and they hope that once he has fallen and is discredited the country’s resources will be ready for the picking and neo-colonial exploitation.” Chinamasa said Mnangagwa was the glue holding the country together and that Western countries were aware of this and, therefore, want him to fall. Zanu PF is preparing to erect Mbuya Nehanda's statue at a venue Mnangagwa claimed was where she would drink water and rest. Mbuya Nehanda was allegedly beheaded by the British imperialists for leading resistance against white settler rule. Chinamasa said the humiliation suffered by Nehanda, was the same as that being visited upon Mnangagwa through relentless social media demonisation sponsored by Western countries. “Sanctions against Zimbabwe and the orchestrated social media attacks against our President and First Family are the modern-day equivalents of public beheading and lynching in colonial times,” Chinamasa said.
