The Tunisian interior ministry said on Monday the police arrested a man with apparent mental health issues after he stabbed and wounded three passengers on a tram in the capital.
Nationwide protests have taken place since October 7 despite the disbanding of the controversial Special Anti-Robbery Squad (SARS) police unit.

The fact that I had to go to special stores just to find my shade, it was a bit of an inconvenience for me.\"
It means they often have to do more research on the products and go to specialised shops
but new brands have recently emerged such as Fenty, by the singer Rihanna.
Other well-established brands such as Mac and Make Up For Ever are also developing new ranges for all skin tones.
But there is still a long road to go.
While make up retailers in many cities say they offer a wide variety of products.
In practice, some young women with dark skin say they have had to go to specialized shops which are often more expensive.
EDITORIAL COMMENT Statements by Finance minister Mthuli Ncube last week that his economic blueprint, Transitional Stabilisation Programme (TSP) had scored several successes, got us thinking. What is success, really? When Ncube took over the Finance ministry in 2018 after the November 2017 coup, Zimbabwe was not short of fuel, the country had stable prices and teachers, nurses and other civil servants were religiously reporting for duty as they were relatively happy with the obtaining working conditions. Prices were stable and work, in its various forms, paid enough for employees to sustain their families. In fact, in 2018, Zimbabweans never cared to think about the inflation rate. It was way below 10%, until the professor glided in and force-marched the numbers way up north. This must not be misconstrued to mean the late former President Robert Mugabe’s regime didn’t destroy this economy. We are only comparing the situation back then, and now, when teachers cannot retrn to their workstations because all they have worked for in the past months have been rendered useless by relentless inflation, a volatile exchange and skyrocketing prices. These are just a few examples of what Mthuli found running well when he arrived at the Finance ministry to begin his ruinous reforms where he interfered with a viable multi-currency system with the introduction of a domestic currency. We were shocked back then in June last year, because basic economics told us that a disaster was in the making. Production in industries was extremely low when the rushed currency reforms were made. Exports were very low when the reforms kicked in, and foreign currency reserves at the Reserve Bank of Zimbabwe were below the recommended three months’ cover. Under these circumstances, any right-thinking person would have known that we were headed for disaster. The economy was not ready to sustain its own currency. But what did we see when the Zimbabwe dollar returned? The foreign currency that was still in the market immediately disappeared and the black market rate resurfaced. Ncube and his team were then forced to begin the battle to tame the rage, devoting most of their time to plotting how to win the battle. Elsewhere, the last remaining firms started crumbling because foreign currency shortages had mounted, the power crisis had returned and imported raw materials became difficult to procure. Two years since the TSP came in, it is being wound up and we are a worse off lot. Workers’ pensions have been destroyed, rural communities are sinking deeper into poverty and everything else is in disarray. Now, correct us if we are wrong. Is this the definition of success?

guest column:Tadiwa Pasipanodya THIS article serves as a brief synopsis of the mining that was taking place in one of Zimbabwe’s protected areas namely Hwange National Park. The article will start with an in-depth analysis of the laws that regulate the mining industry in Zimbabwe and then proceed to discuss the current unenviable situation which has seen mining take place in a national park. It will then conclude on a sombre note as it discusses the conflict between environmental conservation and the need to stimulate economic growth, moreso in a situation where there is a desperate need to achieve the latter. What law regulates mining in Zimbabwe and what are the procedures contained in the law? The main piece of legislation that regulates mining in Zimbabwe is the Mines and Minerals Act (hereafter referred to as the Act). The first aspect one would note when perusing through it, would be that in section 2, the Act vests the right to mine in the President of course subject to the Act. Although this is not the main purpose of this piece, it would be worth noting how more progressive jurisdictions have handled this key introductory section. For instance, in South Africa the Mineral and Petroleum Resources Development Act (MPRDA) enlists the State as the custodian of mineral resources for the benefit of all South Africans. That is a notable distinction which will be explored on another day. For one to start mining in Zimbabwe, the following procedures must be satisfied. The process naturally starts with a prospecting licence. In the Hwange National Park instance, the Chinese-owned company by the name Yuxian County Zhingxin Coking Company Ltd (hereafter referred to as the Chinese company) which was working in conjunction with the Zimbabwe Mining Development Corporation (ZMDC), was supposed to be in possession of a Zimbabwe Investment Authority certificate. Then in turn apply for a prospecting licence from the Mines ministry or any of its offices as prescribed by section 20 of the Act. Section 23 of the Act further provides that the prospecting licence will be valid for a period of two years and gives the holder the latitude of prospecting and pegging mining claims anywhere in Zimbabwe subject to certain limitations. At this point, the holder of the prospecting licence can go on to physically peg the area the prospector is interested in as prescribed by section 27 of the Act. However, this should happen after delivering prospecting notices to the land owner. There is a caveat, however, provided in section 31, namely that certain areas are not open to prospecting which, therefore, means they cannot be pegged. Such areas include dams and cultivated dip tanks. Once the requirements prescribed in the Act have been satisfied, individuals interested in mining can then move to apply for registration at the Mines and Mining Development ministry offices and the following must be attached: Prospecting licences, prospecting notice, discovery notice, notification of intention to prospect to the land owner, a map in triplicate to the

Tanzania's populist president John Magufuli was declared the overwhelming winner of the elections by the National Electoral Commission on Friday, sparking a backlash by the opposition who allege fraud.
Magzfuli's victory means he will run for a second term and the ruling party CCM, which has been in power for decades, won enough seats in parliament to change the constitution.
Some in the ruling party had called for the presidency's two-term limit to be extended if enough parliament seats could be secured.
The electoral body said Magufuli won 84% of the vote while his main rival Tundu Lissu of the Chadema opposition party received 13%.
Lissu has rejected the result and called for peaceful protests and action.

Patsimeredu Edutainment has been using theatre to create dialogue in different platforms of engagement on diverse societal issues. In an interview with NewsDay Life &Style yesterday, Mphepo said their key programming was centred on Sexual and Reproductive Health Rights (SRHR) targeting mostly in and out of school youths. “The Buddies For Love, which is our organisation's flagship project, targets young people through the use of theatre. Theatre and other communication strategies such as song, dance and peer education form part of the project intervention,” he said. “Theatre plays both an informative as well as an influencer role. Artistes are emulated by the audience they perform for, hence playing a decisive role modelling good behaviour and at the same time helping people change their behaviour by offering them alternative solutions,” he said. Mphepo said their work entailed helping young people believe in themselves and make informed choices about their sexuality and sexual health, adding that they used baseline surveys to gather evidence on issues affecting young people to produce theatre plays that are then performed for the target audience. “The programme which annually targets over 36 000 students and 3 000 out of school youths empower young people with knowledge and information, leading to behavioural and attitude change with regards their sexuality and sexual health,” he said. “The programme links young people to services such as legal and health-related services. We have helped many young people who are at risk of sexual abuse and risky sexual behaviours overcome them including drug and alcohol abuse.” Currently Patsimeredu is running a radio drama titled Shelea on women empowerment that shall be airing on local radio station every Thursday. The compelling radio drama (Shelea) is part of a She Leads campaign being supported by HIVOS and the Embassy of Ireland in Pretoria. “Patsimeredu produced a soundtrack for Shelea for the radio and since its launch a week ago, has generated a buzz of engagements both on radio and social media,” he said.
