Nine people were injured on Sunday in the blast of an artisanal bomb in a Yaoundé bar, the government announced on Monday.

It was the fourth in a series of attacks of this kind in less than five months in the Cameroonian capital.

No one claimed responsibility for the attack. In a press release published 24 hours after the explosition, the Communication ministry did not mention any potential suspect.

Cameroon has been the scene of a bloody conflict between security forces and separatist rebels in the country's western English-speaking areas. In the north, many deadly attacks have been led by the jihadist group Boko Haram.

The \"improvised explosive engine, hidden in a bag\" was activated \"remotely\" with a homemade device \"made with a motor battery, a memory card and electric wires\", the ministry added.

The attack happened on Sunday evening in a snack bar in the Nsma area, in central Yaoundé.

Nine clients of the bar were wounded, the ministry's press release said, adding that none had life-threatening injuries. \"Some of the injured left the hospital that same night\", a police officer told the AFP.

A hospital source told the AFP that two women were among the victims, one of which was released early, while the other is still resting at the hospital.

This is the fourth bomb placed in Yaoundé in just over five months. In July, four people were injured when a bomb went off and two other relatively minor attacks were reported in June.

The capital has so far been shielded from the two bloody conflicts affecting Cameroon.

In the North-west and the South-west, the clashes opposing separatists and the army, which has been ongoing for three years, has already caused 3,000 deaths and forced 700,000 people to flee their homes.

In the north, jihadist group Boko Haram terrorises locals. The group was founded in Nigeria and is now active in neighbouring countries Cameroon, Chad and Niger.

Opposition figures reacted angrily on Tuesday after Ivory Coast's top court rejected 40 candidates for upcoming presidential elections, validating the contested bid of head of state Alassane Ouattara but sidelining his predecessor, Laurent Gbagbo.

Also barred was former rebel leader turned prime minister Guillaume Soro, 47, a onetime Ouattara ally who had been sentenced to 20 years in absentia over alleged embezzlement.

But on Tuesday the African Court on Human and Peoples' Rights called on the Ivorian authorities to allow Soro to contest the vote.

However, the court's provisional ruling is likely to have limited impact, as Ivory Coast withdrew its recognition of its jurisdiction in April.

Soro had late Monday lashed the Constitutional Council's rejection of his candidacy \"politically motivated, legally flawed, and part of a process of crushing democracy and the state of law\" .

Tensions in the West African state are running high ahead of the polls -- more than 3,000 people died in post-election violence in 2010-11.

Protests broke out in several cities, including in southeastern Bonoua, the hometown of Gbagbo's wife Simone,where some 300 mainly young people marched against Ouattara's candidacy in defiance of a ban on demonstrations.

Local residents said the protesters set up barricades on the motorway to neighbouring Ghana before police broke them up.

Anti-Ouattara demonstrations drawing hundreds of protesters were also staged in the main western cities of Guiglo, Bangolo, Facobly and Duekoue.

Simultaneously the Ivorian authorities announced that a ban on \"marches and sit-ins\" was prolonged to September 30.

- 'Spiral of exclusion' -

One of the four accepted candidates, former prime minister Pascal Affi Nguessan, said the country was \"descending into a spiral of exclusion\", a phenomenon he described as \"the most consummate sign of the regime's tyrannical nature.\"

Nguessan, 67, served under Gbagbo and heads the party he founded, although he is struggling to win over loyalists who want the former president to be their flagbearer.

Gbagbo was forced out by Ouattara after a brief civil war following the elections in 2010 and was then prosecuted by the International Criminal Court (ICC) on charges of crimes against humanity.

He was released by the ICC in January 2019 and lives in Brussels pending the outcome of an appeal against the ruling.

But Gbagbo's application for the October 31 elections -- submitted in his name by followers -- was rejected by the Constitutional Council as he had been sentenced to a 20-year term in absentia last November over the looting of a regional bank during the post-election crisis.

\"The Constitutional Council missed a historic chance to show its independence,\" Nguessan said in a statement.

The Tar-Baby is the second of the Uncle Remus stories published in 1880; it is about a doll made of tar and turpentine used by the villainous Brer Fox to entrap Brer Rabbit. The more that Brer Rabbit fights the Tar-Baby, the more entangled he becomes.

In modern usage, tar baby refers to any sticky situation that is only aggravated by additional involvement with it.

In one tale, Brer Fox constructs a doll out of a lump of tar and dresses it with some clothes. When Brer Rabbit comes along, he addresses the tar baby amiably, but receives no response. Brer Rabbit becomes offended by what he perceives as the tar babys lack of manners, punches it and, in doing so, becomes stuck. The more Brer Rabbit punches and kicks the tar baby out of rage, the worse he gets stuck.

Now that Brer Rabbit is stuck, Brer Fox ponders how to dispose of him. The helpless but cunning Brer Rabbit pleads, Do anything you want with me --- roas me, hang me, skin me, drown me --- but please, Brer Fox, dont fling me in dat brier-patch, prompting the sadistic Brer Fox to do exactly that because he gullibly believes it will inflict the maximum pain on Brer Rabbit. As rabbits are at home in thickets, however, the resourceful Brer Rabbit escapes.

The story was originally published in Harpers Weekly by Robert Roosevelt; years later Joel Chandler Harris wrote of the Tar-Baby in his Uncle Remus stories.

Variations on the tar-baby legend are found in the folklore of more than one culture. In the Journal of American Folklore, Aurelio M. Espinosa examined 267 versions of the tar-baby story.[1] The next year, Archer Taylor added a list of tarbaby stories from more sources around the world, citing scholarly claims of its earliest origins in India and Iran.[2] Espinosa later published documentation on tarbaby stories from a variety of language communities around the world.[3]

Kamal Zerfi has long run a junkyard in a no-man's land on the far edge of the Sahara desert. Then government soldiers came and things took a turn for the worse.

Zerfi lives in a remote outpost of the Western Sahara region claimed by both Morocco and Polisario Front pro-independence rebels who recently revived their three-decade struggle.

His auto- and scrapyard is located at the desolate truck stop of Guerguerat in a UN-patrolled buffer zone along the Mauritanian border, where the deployment of Moroccan soldiers has now put paid to his lucrative business.

\"They've stripped me of my goods!\" protested the 42-year-old who said he had been doing good -- and, he insists, legal -- business selling cars on to Mauritania until Rabat sent in the troops on November 13.

Western Sahara has been disputed since the end of Spanish colonial rule. Morocco claims all of it as it own, while Polisario rebels, backed by Algeria, want independence.

Trouble flared again when Rabat recently accused the rebels of blockading the road which links the desert region with Mauritania and the rest of Africa at Guerguerat.

The pro-independence movement, which says the road was built in violation of a 1991 UN-sponsored ceasefire deal, declared the truce null and void and insisted it had no choice but \"to intensify the fight for national liberation\".

- 'Apaches in Kandahar' -

Zerfi said the rebels, whom he calls \"Apaches\", would often block the road link, harming business in the region locals dub \"Kandahar\" after the city in southern Afghanistan.

No UN forces could be seen by a visiting AFP team in the region, known as a hotspot for smuggling of all kinds.

Zerfi, from Marrakesh in southern Morocco, insists his trade is entirely legitimate due to the special status of the demilitarised zone, even if the Moroccan customs service may disagree.

License plates buried in the sand identify the origins of cars that have passed through the junkyard: France, Italy, Spain -- and Germany, the most sought after among Mauritanian buyers, the dealer said.

Now that Moroccan troops have asserted control, tow trucks have taken away the cars that were in decent condition. Spare parts and loads of rubbish, meanwhile, have been set on fire, with acrid black smoke swirling into the sky.

- 'State of war' -

Some businesses in the border outpost \"have lost everything\", said Zerfi, since Moroccan forces arrived to secure the road.

The Polisario has since declared a \"state of war\" that put an end to its 30-year-old ceasefire with Rabat in the disputed territory.

Rabat has also built a sand wall to secure the road to the border post where Moroccan flags are now displayed.

The \"parking lots\" in Guerguerat have long served as a depot for various goods from Mauritania, providing significant income for locals.

Since the troop deployment, \"those who had deposited goods have recovered them -- but those who left them here have been left with nothing\", said Zerfi.

NEWLY appointed Minister of Labour and Social Security Mike Henry confirmed yesterday that the ministry is reviewing the control system for applicants seeking PATH grants under the COVID-19 Allocation of Resources for Employees (CARE) Programme.

Auditor General Pamela Monroe Ellis, in her second report on the handling of the benefits offered by the Government under the CARE programme, which supports Jamaicans suffering economically from the COVID-19 pandemic, recommended that the ministry takes steps to ensure that only legitimate beneficiaries who have satisfied all the requisite criteria are paid the COVID-19 PATH grants.

The auditor general said that her department conducted a review of the payment of the COVID-19 PATH grant under the system, to determine whether only qualified and legitimate PATH beneficiaries were benefiting from the CARE programme.

“In response to our audit finding, MLSS [Ministry of Labour and Social Security] placed a hold on the payment for the 8,933 beneficiaries and conducted a review to determine the actual eligibility status of each of the additional persons,” it added.

The auditor general said that, in light of the discrepancy with the 776 individuals who were inadvertently included in the May 2020 payment list, the ministry should review its systems to ensure that the controls in place to enforce the eligibility requirements for PATH beneficiaries are operating effectively to reduce the risk of irregular or erroneous payments.
