Nationwide protests have taken place since October 7 despite the disbanding of the controversial Special Anti-Robbery Squad (SARS) police unit.

The demonstrators have been accused of attacking police stations and personnel. 

The rallies which are mostly attended by young people have become avenues to vent against corruption and unemployment. 

Rights groups say at least 15 people have been killed the demonstrations began in early October.

Fighters from the Allied Democratic Forces (ADF) group, which was driven out of Uganda in the late 1990s, attacked Samboko village, about 100km (60 miles) southwest of the city of Bunia, Omar Kavota from rights group CEPADHO said on Wednesday.

A day after killing at least 17 in the nearby village of Makutano, ADF members killed at least 40 people with machetes and looted food and valuables early on Tuesday, Kavota added

More than 400 people have been killed in attacks attributed to the ADF since the army began an offensive to oust the group from its bases last year, according to the Kivu Security Tracker (KST), a research initiative that maps unrest in the region.

About 200,000 people have fled their homes in Ituri province, where the two villages are located, in the past two months because of the widespread violence by a variety of armed groups.

Last month, 22 people from the Hema community were killed in attacks in the village of Koli in Ituri province, which were blamed on the Cooperative for the Development of Congo – an armed political-religious sect drawn from the Lendu ethnic group.

Burundi's longtime President Pierre Nkurunziza has congratulated the governing party's hand-picked successor on a \"large victory\" in the country's presidential election, though the main opposition has pledged to contest the result in court.

The election commission on Monday declared Evariste Ndayishimiye, a former army general chosen by the CNDD-FDD party as heir to Nkurunziza, the winner of the May 20 poll with 68.72 percent vote.

President Emmerson Mnangagwa's government has allocated fresh diamond mining claims to Anjin Investments in Chiadzwa, in Manicaland province, four years after the company was evicted from the mineral-rich area alongside other miners on allegations of under-declaring proceeds, the Zimbabwe Independent can reveal.

The decision to parcel out lucrative claims to Anjin Investments follows spirited lobbying by the Chinese government, which placed Mnangagwa under immense pressure to allow the miner back in Chiadzwa after a four-year hiatus.

In reality, Anjin Investments never left the diamond-rich Chiadzwa area, but only discontinued operations after the government terminated the miner's operating licence in 2016.

A senior official privy to the protracted negotiations which led to the restoration of Anjin's operating licence told the Independent this week that the government had finally caved in to Chinese demands, but went a step further by allocating the company fresh mining claims.

Up in arms over the Egyptian President's state visit to France, around 20 protesters gathered outside the Paris National Assembly late on Monday, shouting \"down with dictatorship\".

The demonstration outside the parliament painted a very different picture to earlier in the day when France welcomed President Abdel Fattah al-Sisi with a cavalry parade through Paris.

Before the three-day visit, rights groups accused France of indulging President al-Sisi's \"brutal repression of any form of dissent\".

\"We've come across a President of the Republic who welcomes the butcher of Cairo, the butcher of Egypt, in great pomp, on a state visit, with the Republican Guard,\" said François de Roche, chief of the NGO Justice and Rights Without Borders.

\"We have fallen on our heads. This is unacceptable. France, the country of Human Rights, cannot accept this.\"

But French President Emmanuel Macron refrained from direct criticism of former army general Sisi, who has cracked down on supporters of ousted Islamist president Mohammed Morsi, as well as on leftists and liberals.

Macron told a joint press conference with Sisi that he would not condition the sale of weapons to Egypt and trade ties on human rights as he did not want to weaken Cairo’s ability to counter-terrorism in the region.

\"I think it is more effective to have a policy of dialogue than a policy of boycott which would reduce the effectiveness of one of our partners in the fight against terrorism and for regional stability,\" he said.

PRESIDENT Emmerson Mnangagwa yesterday defended State security agents’ recent brutal clampdown on protesters, saying they were simply enforcing COVID-19 lockdown regulations. Mnangagwa also dismissed allegations of presiding over gross human rights violations. BY MOSES MATENGA Addressing members of the Political Actors’ Dialogue (Polad) in Harare yesterday, Mnangagwa also insisted that “contrary to social media claims”, there was no crisis in the country. “My compatriots, it is in line with enforcing these measures that some sections of society have cried foul,” Mnangagwa said. He was referring to the July 31 anti-corruption protests which were foiled by security forces, attracting the wrath of the international community. “In the wake of the arrest of some elements whose actions sought to not only incite the public to gather against the set rules, but also bordering on subversive allegations of a crisis has been made mainly in social media circles.” Mnangagwa has come under global spotlight after several countries, churches and rights groups condemned his clampdown on dissenting voices, arbitrary arrests of opposition leaders and civic society activists as well as abduction and torture of civilians. The outcry over rights violations in Zimbabwe last month prompted South African President Cyril Ramaphosa to deploy envoys on a fact-finding mission to Harare. All contestants were invited to join this dialogue in the national interest. The door is still open for those outside,” Mnangagwa said in a jibe directed at his main challenger MDC Alliance leader Nelson Chamisa, who has steadfastly refused to recognise his victory. Chamisa has also declined to be part of Polad, insisting on “genuine dialogue” superintended by credible observers and at a neutral venue. Burundi's longtime President Pierre Nkurunziza has congratulated the governing party's hand-picked successor on a \"large victory\" in the country's presidential election, though the main opposition has pledged to contest the result in court.

The election commission on Monday declared Evariste Ndayishimiye, a former army general chosen by the CNDD-FDD party as heir to Nkurunziza, the winner of the May 20 poll with 68.72 percent vote.

\"I warmly congratulate the President-elect General Major Evariste Ndayishimiye for his large victory which confirms that the great majority of Burundians adhere to the projects and the values he embodies,\" Nkurunziza, who chose not to run after 15 years in power, posted on Twitter.

On May 8, 12 days to the polls and before the scheduled arrival of an East African Community mission to the country, the government said the regional bloc's observers would have to be in quarantine for 14 days, effectively ruling them out of the election process.

Nkurunziza was this year elevated by Burundi's parliament to the rank of \"supreme guide for patriotism\" and he will continue to be chairman of the governing party's powerful council of elders.

DEFENCE deputy minister and Zanu PF national commissar Victor Matemadanda has claimed that the planned July 31 protests against government were being funded by the West with the intention of spreading the deadly COVID-19 in the country. BY EVERSON MUSHAVA Civic groups and opposition political parties have pegged the day to protest against corruption and the deteriorating economic situation in the country under President Emmerson Mnangagwa. Mnangagwa’s Zanu PF party has admitted that the protests threatened its hegemony, and vowed to unleash the security forces to thwart any dissent after awarding salary increments to army and police personnel. The Zanu PF leader yesterday said he would intensify COVID-19 lockdown in Harare and Bulawayo because of growing COVID-19 infections, but critics say the lockdown would enable the State to clamp down on the planned protests. On Wednesday, Matemadanda told State media that the protests were a Western project, being bankrolled to the tune of US$300 000 by the hostile governments so that they have an opportunity to use COVID-19 laced canisters to spread the virus in the country. “We know that they (opposition) have been given more than US$300 000 to sustain the planned demonstration and obviously they are being encouraged to break the law against COVID-19 regulations,” he said. “Why this is being done, it is not because people are concerned about the ordinary people, but they are trying to bring a narrative first to see how the government is going to react to the demonstrators and obviously cry about the disregard of human rights.” Matemadanda, who is also secretary-general for war veterans, said the West was not happy that the country had recorded few COVID-19-related deaths. “Zimbabweans should know that those who are funding these demonstrations are worried about why COVID-19 has not killed people in Zimbabwe,” he said. “And the information that we have got is that they are trying to get firing of tear gas and we are reliably informed that they also have some canisters containing COVID-19 active material they hope to spread to the Zimbabweans. We are reliably informed that they have got a mechanism of spreading coronavirus which has been brought in by those funding the protests.” He added: “So, this is what they are trying to do, to spread coronavirus and then blame the government for not being proactive.”

UN chief António Guterres is encouraging Egypt, Ethiopia and Sudan to persevere with efforts to overcome their differences and reach agreement on the Grand Ethiopian Renaissance Dam.

Negotiations centre on the pace at which Ethiopia fills the 74 billion cubic metre reservoir behind the dam and the impact that could have on water supplies downstream in Sudan and Egypt.

UN experts say that Egypt wants to put international pressure on Ethiopia to agree to a proposal - put forward by the United States and World Bank - on the dam's first filling and annual operation.

Egypt also insists that Ethiopia must not start filling the reservoir until an agreement is reached, in line with its interpretation of the Declaration that Ethiopia is contesting.

According to news reports, Egypt also dismissed the Ethiopian proposal on the initial filling, writing a letter to the Security Council on 1 May calling on Ethiopia to respect its obligations and resume talks.

Similar protocols are planned for reduced summer programs, which have included free movies at the Town Center Plaza and live “Streetfest” concerts at Friendship Square, which the council also tentatively approved May 11.

Earlier events, planned in June, have been canceled, saving the city about $19,825, said P.J. Mellana, director of parks and recreation, in a report to council.

He said staff proposals for the summer program as well as those in the fall and winter include “obeying public health orders, social distancing, mass gathering restrictions, timing, scheduling and logistical considerations such as staffing, security and funding.”

Such restrictions would still allow from 144 to 432 people in the concert area at Friendship Square and on Bellflower Boulevard, Mellana said.
