By Everson Mushava GOVERNMENT yesterday reviewed salaries for civil servants by 40% effective November 1, which will see teachers earn about $18 237. The amount will be inclusive of a 10% risk allowance aimed at getting the educators back at work. “Noting its obligations to pay a decent wage, government has reviewed upwards the salary increase offer to civil servants to 40% which will be awarded to deputy director grade and below,” Information minister Monica Mutsvangwa told a post-Cabinet Press briefing yesterday. “In addition to the salary increase, the teachers will also be awarded a 10% risk allowance. The new basic salary package for the teacher is now $18 237, which is above the poverty datum line. “This means that the compounded review percentage of the teacher grade salary is 1 284% since the beginning of the year. The lowest paid civil servant will receive a salary of $14 528. This is effective from November 1, 2020.” Teachers last week turned down a 20% salary hike, demanding US$520 which government insisted was unable to pay. They have been on strike since September 28 when schools reopened for examination classes. Schools opened on Monday for the last phase, but students were sent back home after teachers failed to turn up. Zimbabwe Teachers Association chief executive Sifiso Ndlovu yesterday said it was too early for teachers to comment on the new offer. “We will need to consult our membership and respond. We need to analyse the indicators from those figures. Any offer should be accompanied with the promise on when we will get to the promised land, that is the US$520 salaries,” he said.

The Tigray People’s Liberation Front (TPLF) accused Eritrean forces of entering Tigray on November 9.
\"We have been suspecting and expecting Isayas's forces (Isayas Afwerki, President of Eritrea) to join him (Abiy Ahmed Prime Minister of Ethiopia) and it (Eritrea) has started taking military action since yesterday\" Debretsion Gebremichael, President of Tigray region said at a news briefing.
He accused Eritrean forces of using heavy weaponry in Baeker and surrounding areas. \"Isayas's forces' used heavy weaponry and they fired at Humera so that our people will be shocked, so that our people would panic, so that our people would scatter. To support Abiy's force on the Amhara side, he (Isayas Afwerki) began action backed with heavy weaponry from behind us as we were fighting in front of us. Therefore the war has now progressed to a different stage.\" Gebremichael claimed.
Eritrea’s foreign minister Osman Saleh Mohammed has denied the accusation.
The TPLF was part of Ethiopia’s minoritarian ruling coalition until Abiy’s appointment in 2018. Tensions between the TPLF and Abiy’s administration have escalated in recent months.
Abiy, who won the Nobel Peace Prize in 2019, ordered air strikes and sent troops into Tigray last week after accusing the TPLF of attacking a military base.
Tigrayans say Abiy's government oppresses and discriminates against them and behaved autocratically in postponing a national election.
Tigray has a population of about 9 million people.

Ethiopia's Minister of Defence Kenea Yadeta on Wednesday denied allegations that Eritrea is assisting Ethiopia in the fight against Tigray People's Liberation Front or TPLF in the Tigray region.
The statement comes after the Tigray president on Tuesday accused Eritrea of attacking his region at the request of Ethiopia, saying that \"the war has now progressed to a different stage.\"

He said his ministry and that of Finance and Economic Development, under which the Zimbabwe Revenue Authority falls, were discussing how to equip customs officers so they are able to detect possible under-declarations of exports. “We are discussing with the Ministry of Finance on the way we can have this intervention and in due course we will overcome this challenge,” he said while responding to journalists in Beitbridge on Monday. Zimbabwe has been losing billions of dollars in mineral wealth smuggling and through under-declaration of minerals which some experts in the banking and mining sectors said were some of the many methods used to externalise foreign currency. Chitando, alongside the Zimbabwe Consolidated Diamond Company officials, were touring a multi-million exploration camp in Beitbridge which was established by Alrosa, a Russian diamond firm, and ZCDC to investigate the presence of diamonds. It has already been established there are indeed diamonds on 15 special grant areas in Maitengwe and Beitbridge, which form the Malipati Diamond Project. Deliveries of gold at Fidelity Printers and Refiners has dropped over the last two years, plunging by 73% in September to close at 1,36 tonnes from 2,8 tonnes in the comparative period in prior year owing to rampant smuggling. This year’s gold deliveries are expected to end the year at 25 tonnes, nine tonnes less than what was delivered in 2018 when prices were much lower than this year.
