[New Times] After ensuring that all polling stations abroad have voting materials, the National Electoral Commission (NEC) will start dispatching ballot papers, voter lists, and electoral ink, among others, to districts countrywide on Friday, July 12, three days ahead of the presidential and parliamentary elections that start on Monday and end on Tuesday, in Rwanda.
