AN internal audit has exposed over 180 “voluntary workers” who were bleeding Marondera Municipality amid reports that they were each claiming $60 per day for doing menial jobs such as guarding communal boreholes and digging trenches. BY JAIROS SAUNYAMA This was revealed in a recent council audit committee report. The auditors noted several discrepancies where at some sites five people were said to be guarding a single borehole, amid reports that the “guards” were seconded by mostly MDC Alliance councillors. Marondera town has 11 MDC Alliance councillors and one for Zanu PF. It has emerged that each of the councillors seconded at least 15 workers to perform paid voluntary work. “Audit was concerned with the number of voluntary workers which was sky rocketing,” read part of the report. “The concern was that a single borehole was being manned by five people and to some extent people were attending malfunctioning boreholes. Audit cited loss of revenue.” Council early this year drilled 16 boreholes using devolution funds to ease water challenges, with five of them malfunctioning. According to the audit report, a number of voluntary workers were not reporting for duty but claimed daily allowances. “The audit manager said he received reports from the finance committee chairperson that there were some volunteers who were being paid yet they were not at work. The chairperson said internal audit should do the investigations and report accordingly,” read the report. The local authority is currently operating on a shoestring budget after revenue flows were affected by the current COVID-19 pandemic that resulted in revenue collection falling by 50%.
A 37-YEAR-OLD 1 Commando Regiment-based soldier was on Thursday night killed by three minors after he allegedly attacked their mother over suspected arson at his parents’ home in Zaka, Masvingo province. BY DESMOND CHINGARANDE National police spokesperson Assistant Commissioner Paul Nyathi confirmed the murder of Aaron Bhasopayi by three children aged 15, 12 and 10 under circumstances still under investigation. “We are investigating what really transpired,” Nyathi said. But a leaked police memo indicated that the soldier travelled from Harare to Zaka on Wednesday on a revenge mission after his parents’ hut was allegedly set on fire by the minor children’s father over a debt. Bhasopayi arrived at the accused person’s home at around 10pm, forced himself into the accused’s room and woke them up before going to their mother’s bedroom, where he stabbed her with a knife, accusing her husband of torching his parents’ hut. The trio’s mother cried for help and on realising their mother was in danger, the 15-year-old accused person grabbed Bhasopayi from the back and the other two accused persons started to assault the soldier using logs. It is alleged the accused persons took an axe which was in the room and struck Bhasopayi several times on the head until he collapsed. The accused persons left him unconscious and alerted neighbours and police. The police officers attended the scene and found Bhasopayi’s body lying in a pool of blood. The police searched the body and recovered a Zimbabwe National Army identity card, three blue tablets, cigarettes and loose dagga. The body was taken to Masvingo General Hospital for post-mortem while the accused’s mother was referred to Ndanga District Hospital for medical attention. BY DESMOND CHINGARANDE The directors of Hozheri Stone Crushers Private Limited have already appeared in court where they were granted $20 000 bail each by Harare magistrate Judith Taruvinga, who remanded them to November 27. The accused, Elizabert Mushiringi, Chad Cecil Mupandanyama and Alec Mawere, who were represented by Tatenda Ndhlovu and Reginald Chidawanyika, were charged with fraud. Allegations are that on September 29, 2017 Mushiringi and Mupandanyama registered a company called Wozheri Stone Crushers Private Limited with the Registrar of Companies under number 8640/2017. According to their memorandum of association, Mnangagwa was a major shareholder with a 60% stake, Mushiringi had 5% while 15% were controlled by Mupandanyama. It is alleged Mushiringi and Mupandanyama owned 40% on registration, but only took 20% indicating they would allot the remaining shares later. Since the formation of the company in 2017, Mnangagwa took on his role of financier and was tasked to scout for other investors. It is the State’s case that on July 2, 2018, Mushiringi and Mupandanyama after realising that Mnangagwa had brought in viable investment in the company, allegedly connived to boot him out of the company. The State alleges Mushiringi and Mupandanyama allegedly fraudulently removed Mnangagwa from the directorship and replaced him with Mawere and updated the records at the Registrar of Companies. It is alleged when the complainant was removed, he was never told of the development and he continued rendering services to the company. On October 10 this year, during the verification of account opening at CBZ Bank, the complainant got to know that the accused persons had used fake company documents to resign him from the company, which then prompted him to report the matter to the police. Armed with a warrant of search, detectives from Commercial Crimes Division proceeded to Gweru and seized the company documents used in the commission of the offence. The State alleges Mnangagwa suffered a prejudice of US$4 million of the investment due to the accused person’s misrepresentation.

Voters in Seychelles are casting their ballots in the presidential and parliamentary elections spanning three days.
Saturday was the main and last day of voting. The exercise had opened on Thursday for voters on fringe islands and essential workers such as hospital staff in the Indian Ocean island country.
74,600 people are eligible to vote.
Most of the Indian Ocean islands making up the Seychelles, a prized honeymoon destination famed for white beaches and lush vegetation, are uninhabited and the archipelago's 98,000 residents mainly live on the islands of Mahe, Praslin and La Digue.
The opposition is hoping to unseat incumbent president Danny Faure, in power since 2016. Faure was not elected but took over after his boss, James Michel, resigned as president.
Faure is running under the United Seychelles party, which has been in power since 1977.
His main rival is the Anglican priest Wavel Ramkalawan, who is taking his sixth shot at the presidency and lost by only 193 votes to Michel in an unprecedented second round of voting in 2015.
Virus and economy
The main concern of voters is the economic situation in the country, which has suffered the loss of vital tourism -- its main earner -- because of the coronavirus pandemic.
The Seychelles has recorded only 149 mostly imported cases, but the virus has been a key campaign issue, with the health minister banning election rallies which would have been a barometer of support for various candidates in a country without a polling institute.
The campaign has mainly happened over social media, where the opposition and its supporters are the most active, and on television where the country held its first ever debates between the candidates, which proved extremely popular.
Since the start of the pandemic, the economy has slowed significantly, with some 700 Seychellois losing their jobs, according to government figures.
And while average income is among the highest in Africa, the national statistics agency says that about 40 percent of Seychellois live in poverty because of the high cost of living.
Another key theme of the campaign has been corruption, a largely taboo topic in the tiny country where business and politics are often intertwined.
To keep the homecoming tradition alive despite the viral outbreak, HBCUs have opted to take the celebration online, creating virtual events for students to attend.
Sporadic gunshots were heard in Lagos on Friday as security forces patrolled Nigeria's biggest city after days of unrest following the shooting of protesters that sparked condemnation at home and abroad.
President Muhammadu Buhari warned demonstrators in a televised address on Thursday not to \"undermine national security\" as he called for an end to widespread protests gripping Africa's most populous country.
The 78-year-old leader was speaking for the first time since the shooting in Lagos on Tuesday, although he did not directly address the incident.
He appealed to the youth to \"resist the temptation of being used by some subversive elements to cause chaos\".
\"For you to do otherwise will amount to undermining national security and the law and order situation. Under no circumstances will this be tolerated,\" Buhari said.
- 'Please stay indoors' -
Nigeria, where many live in extreme poverty and where the median age is 18, is a tinderbox of economic and social grievances.
\"Police officers are currently patrolling major parts of the city to ensure the safety of residents. Please stay indoors,\" Lagos State Police Command said on Friday.
Protests against police abuse erupted on October 8 after a video of an officer allegedly killing a civilian went viral.
Despite the disbanding of the police unit accused of brutality, the federal Special Anti-Robbery Squad (SARS), protests spread and violence escalated.
Anger spread further after pictures and videos on social media showed security forces shooting on a peaceful crowd of around 1,000 protesters on Tuesday.
Amnesty International said 12 people were killed in the incident, with a total of 56 people dead in the unrest across the country.
- 'Rushing to judgement' -
US Secretary of State Mike Pompeo called for an immediate investigation into violence by security forces, which has also triggered condemnation by the United Nations, the African Union, the European Union and others.
Nigeria's president shrugged off the international concern.
\"We thank you and urge you all to seek to know all the facts available before taking a position or rushing to judgement and making hasty pronouncements,\" Buhari said.
The spreading of \"deliberate falsehood and misinformation, in particular through social media\" was, he said, \"a ploy to mislead the unwary within and outside Nigeria into unfair judgement and disruptive behaviour.\"
After the president's speech, a key protest group told its followers to \"stay home\" but many made it clear that the movement would continue.
\"The past two weeks have been tough for many Nigerians, most specifically the last two days,\" the Feminist Coalition said in a statement.
\"We hereby encourage all young Nigerians to stay safe, stay home, and observe the mandated curfew in your state.\"
Others in the youth-led movement insist that the demonstrations will continue.

The then Heath Streak-coached side found itself having to go through the rigours of the play-offs after failing to make it among the top seven sides in the ODI rankings. Having learnt from past experience, this time the team is aiming to make it among the automatic qualifiers on Pakistani soil.
