EDITORIAL: Debate on road toll fees should be sober

Roads are no doubt critical to the economy.
A key contention is how the toll fees would be managed with the Treasury preferring the creation of a special independent kitty that would be known as National Roads Toll Fund and incorporate the private sector in its collections.
The House committee has, however, rejected the recommendation by the Treasury and instead proposed that the Kenya Roads Board (KRB) retains the mandate of collecting and managing the toll fees.
The model of building key infrastructure such as roads using toll charges is a good one, especially for countries whose tax collection is underperforming and are therefore unable to fund key programmes such as road maintenance and expansion.
And even as the country embraces the toll roads concept, it is only fair that users are provided with alternatives because not all can afford user charges.

A hundred and twenty more people have tested positive for the coronavirus in Kenya, raising the country’s total number of confirmed cases since March 13 to 6,190.
The Ministry of Health announced this on Monday, saying it had tested 2,221 samples.
Chief Administrative Secretary (CAS) Rashid Aman said all but five of the new patients are Kenyans and that Nairobi, the capital city, was in the lead with 67 of the cases.
Dr Aman also announced the recovery of 42 more patients, raising the total number of recoveries to 2,013.
Dr Aman added that local scientists researching on the disease are looking into local characterisation, interventions implemented and their levels of success.

City now has the highest deaths in Lake County
After weeks of relatively low numbers, the COVID-19 death toll in recent days tripled to 49, after city and health officials re-examined how they count cases and fatalities from the disease.
With the latest death toll, Gary now has the highest number of COVID-19 fatalities than any city in Lake County as questions remain about the city’s past counting and reporting practices in providing vital information to the public.
On May 26, Mayor Jerome Prince in his daily update reported that “a small team of health department officials and data analysts closely examined our reporting methodology for reporting the number of COVID-19 positive test results and COVID-19 related deaths in Gary.”
Prince did not state specifically what went wrong or the mistakes that were made while counting the number of deaths and cases in Gary, but no updated coronavirus reports were provided on May 26 after the city re-examined the data that Memorial Day weekend.
On May 27, the city resumed its daily reports and reported that 47 residents in Gary died from COVID-19 deaths, five days after reporting that 16 residents had died from the disease.
Over 2,900 new COVID-19 cases and 25 more deaths were reported in Maryland on Saturday, according to the State Department of Health.
South Africa has recorded 58 more Covid-19-related deaths, bringing the death toll to 21 535.
Meanwhile, in South Africa the death is reported of a two-day-old baby after being born prematurely to a coronavirus positive mother.
The case becomes the country’s first neonatal coronavirus death since the pandemic hit the Rainbow Nation.
Explaining the circumstances leading to the baby’s death, health minister Zweli Mkhize said the premature baby’s condition was critical including lung problems and after birth.
This was a two-day-old baby that was born prematurely and therefore had lung difficulties, which required ventilation support immediately after birth,” the BBC quoted Mkhize at a press briefing.
“The mother had tested positive for Covid-19 and the child subsequently tested positive for Covid-19 as well.
This year’s celebration, however, will not feature pomp and grand military parade as President Félix Tshisekedi dictated the funds be directed in the fight against Covid-19.
In a speech broadcast late Monday on state television Tshisekedi said the funds reserved for the festivities would be used to pay and motivate the soldiers involved in the pacification effort in the eastern part of the country and the health personnel engaged in the fight against Covid-19.
He also announced that Joseph Kasavubu—Congolese first independent president—had been elevated to the rank of national hero and a town will be named after him.
“It is right to raise Joseph Kasavubu, long forgotten, to the deserved rank of national hero,\" said Tshisekedi during his 45-minute-long speech.
DR Congo now has three national heroes: Patrice Emery Lumumba, Laurent-Désiré Kabila and Joseph Kasavubu.
South Africa recorded 6 215 new infections on Friday, taking the total number of confirmed cases in the country to 124 590.
The department of health also reported 48 new Covid-19 related deaths, which now brings the death toll to 2 340.
The number of recoveries stands at 64 111, which translates to a recovery rate of 51,5%, the department said.

With 12 deaths, 183 cases and 2,048 tests done up to Saturday, the Ministry of Public Health continues to face questions about its handling of the COVID-19 pandemic.
No COVID-19 testing was done on Friday and Saturday due to “problems” at the National Public Health Reference Laboratory (NPHRL), Stabroek News was told.
The St Joseph Mercy Hospital has its own PCR machine and the Public Health Ministry should have been able to make an arrangement with it to enable continuous testing.
It is unclear what the Public Health Ministry has instructed in relation to acquiring samples for testing following deaths particularly of the elderly and those with chronic underlying diseases.
In line with World Health Organisation warnings, there can be no letting down of the guard against the Coronavirus and where new cases are discovered there must be aggressive contact tracing, testing and the requisite facilities to ensure adequate treatment and isolation.

The total number of confirmed Covid-19 cases in South Africa has reached 20,125, Health Minister Zweli Mkhize said on Friday.
The country recorded 988 cases over the past 24 hours, Mkhize said in his daily update.
Nationwide, a total of 543,032 tests have been conducted so far, with 17,599 done in the last 24 hours, said Mkhize.
South Africa is preparing to ease the lockdown from level four to level three of a five-level system by the end of May, which will allow more businesses to reopen and greater movement of people.
As South Africa is entering the winter season when flu is common, the fight against Covid-19 will become more complicated and difficult, Mkhize said, adding the country's capabilities to fight the virus will then be put to test.
Public health experts say the disproportionate impact of the coronavirus on communities of color should be seen as an exclamation point in the national conversation about the systemic barriers to racial equality.
