ACCRA — When it comes to food security, the challenge is not always about producing more – it’s also about quality: producing food that is wholesome and preserved safely. About 690 million people go hungry each year. The COVID-19 pandemic is expected to add between 83-132 million people to this number based on socio-economic factors. Even before the pandemic, about half of Africa’s citizens were food insecure. And much of Africa’s food is of low quality or lost before it even reaches the consumer. Africa has made some great strides in food production over the last decade even though it continues to be a huge net food importer to the tune of US$47 billion in 2018. But this pandemic has halted successes chalked in fighting poverty and disease and progress towards reaching the Sustainable Development Goals (SDGs). COVID-19 is not the only challenge. In the past year, Africa has grappled with locust swarms, droughts, flooding and conflicts which have slashed livelihoods and brought hunger to many in the region. Restrictions on movement during lockdown also impact on commodities like seeds, fertilizers and farming implements which has, in turn, led to decreased food production. Many crops were not readily accessible and farmers struggled to get their produce to markets. And then, adding to the crisis, the continent’s poor storage facilities were not up to scratch. COVID-19 showed the fault lines in our food production systems and this has compromised the livelihoods of millions of farmers. Food systems on the continent — including production, storage and processing, distribution and transportation, retailing and promotion — are dominated by traditional methods which are vulnerable to unexpected crises. The Comprehensive African Agricultural Development Programme, one of African Union’s continental frameworks under Agenda 2063, urges African governments to increase investment for agriculture by allocating at least 10% of national budgets to achieve agricultural growth rates of at least 6% per annum. Also in the declaration on Food security and Nutrition during the COVID-19 pandemic, African ministers of agriculture committed to putting in place measures that will reduce food post-harvest losses and make more food available in the markets. Now, as countries struggle to recover from the impact of the pandemic, there is the need for an action plan to consolidate efforts at these policies. Past interventions for Africa have focused on food production through improvement on crop varieties and yield. But we are not living in normal times. We must do more than simply look at production. Resilient systems need efficient storage and production processes. Post-COVID-19 Africa must invest in appropriate storage technology which is lacking in most developing nations and this causes unnecessary waste and considerable loss to their economies. Technology continues to revolutionise the financial services landscape. From mobile payments, App-based investing platforms, financial technology has revolutionised not only how consumers receive financial services but also how they expect to receive such services. Core financial institutions are expected to be radically reconfigured as a result of technological innovations. Financial education is therefore an important cog for promoting financial technology. Financial education refers to the process of building knowledge, skills and attitudes to become financially literate. It is meant to inculcate people on good financial management practices with respect to earning, spending, saving, borrowing, and investing. Financial education is meant to enable people to shift from reactive to proactive decision-making and work towards fulfilling their financial goals. By broadening people’s understanding of financial options and principles, financial education builds skills to use financial products and services, and promotes attitudes and behaviours that support more effective use of financial resources. It is crucial that financial literacy be introduced at almost all levels. The curricula for financial education should include components to help students develop an understanding of the appropriate skills relating to the roles of money, credit, budgets, financial planning and other relevant personal finance topics in order to permit them to understand and appropriately manage their finances. Financial literacy enables citizens of all ages and economic positions to remain in touch with changes in financial needs and circumstances, and to take advantage of products and services that best meet their goals. The increasing complexity of our financial system makes it clear that strengthening the financial knowledge and skills of the people is critical for the future success and financial stability. Financial literacy is important in the life journey of everyone, from primary school, secondary school, tertiary level and for the employed or unemployed. It allows one to make thoughtful informed decisions concerning their finances. There is need for continued efforts by all stakeholders to invest significantly in bridging the financial literacy gap in our society by providing financial literacy programmes particularly to specific population subgroups, such as ethnic and gender minorities, require custom-tailored approaches. Once financial literacy is created it will in time be channeled via financial intermediaries and financial markets and transformed into investments in the private sector and public through loans to companies and capital market investments. If more citizens choose to save through formal mechanisms more capital will be made available to increase the productive capacity of the economy. Governments, municipalities and corporates can issue retail securities such as Bonds aimed at enhancing financial inclusion and a saving and investment culture to promote economic development. BY HENRY MHARA ALGERIA superstar Riyad Mahrez will be the top priority for the Warriors defenders when the two teams clash in back-to-back Africa Cup of Nations qualifiers. The first game is in Algiers tomorrow before a return leg at the National Sports Stadium on Monday next week. The Warriors squad was expected to make the trip to Algiers last night aboard a chartered flight. For Zimbabwe to get a positive result in the two matches, much will depend on how the defenders will deal with the threat of Manchester City winger Mahrez. The man who could be assigned to stop the slippery winger is Jordan Zemura, the Bournemouth fullback who will be making his first appearance for the Warriors. The task looks daunting especially if it has to be executed by a 20-year-old, but the England-born defender says he is ready for the job. “Playing against players of that quality you have to give respect and they can respect you also,” Zemura said. “As good as he is you don't have to rush into challenges, you don’t want to think you are going to win the ball all the time. Sometimes you are not going to win it. You might lose it but how you recover and how you anticipate the next move is crucial and being confident on the ball is a must. Because if you can relax and get composed you earn respect in that aspect. If the coach plays me in that position then I will be ready for him than the last time and I will be ready forever.” Zemura has faced the Algerian before when Manchester City played Bournemouth in a Carabao Cup match in September this year. He was thrown into the fray after 27 minutes following the injury to Kelly Lloyd and did well in a 2-1 defeat. “When I played against Man City, one of the biggest teams in England, it was a good challenge. I was playing against Mahrez and Kyle Walker on my side so it was a tough battle but I think I fared well. I had a good game, defensively I did everything I could do,” Zemura said. The fullback limped off at a training session at the National Sports Stadium with a foot injury, and when he was asked how serious the problem was, he responded, “It’s nothing to worry about. Personally I’m strong mentally and physically so it’s just something with my foot, a bit of bruising so I’m just taking it easy. There are still two days before the game so I think I will recover well. I cannot be coming off or miss such a match because of an injury like that.” While Mahrez would obviously be the main threat, Zemura warned his teammates to be wary of the other Algerians. “Algeria are currently African champions so they are a good team.
