The Institute of Chartered Secretaries and Administrators in Zimbabwe (ICSAZ) has been admitted to the International Federation of Accountants (IFAC) as an associate member, only the second Professional Accountancy Organisation in Zimbabwe to become a member. IFAC is the global organisation for the accountancy profession. It has more than 175 member and associate member organisations in 130 countries and jurisdictions, together representing nearly three million professional accountants. The decision to admit ICSAZ as an associate member was announced following a virtual meeting of the IFAC Council today (Wednesday), which accepted an IFAC board recommendation, made in September, that ICSAZ be admitted as an associate member. Previously the Institute of Chartered Accountants of Zimbabwe was the only local institute belonging to IFAC IFAC membership is a globally recognised hallmark of a high quality professional accountancy organisation. A suspected financier of the 1994 Rwandan genocide, Felicien Kabuga, made his first appearance at a UN court in The Hague on Wednesday after decades on the run.
Felicien Kabuga's a suspected financier of Rwanda’s 1994 genocide, which saw 800,000 people murdered, according to the UN.
Kabuga, now in his 80s, is accused of crimes against humanity including genocide.
UN prosecutors also accuse Kabuga of helping create a Hutu militia group and urging the killing of Tutsis through his media company.
He is also accused of helping to buy machetes in 1993 that were distributed to genocidal groups.
He denies the charges.
He is \"very tired,\" said his lawyer, Emmanuel Altit.
Kabuga, one of Rwanda's richest men was first indicted by the now-closed International Criminal Tribunal for Rwanda (ICTR) two decades ago.
On the run
But he was not arrested until this year in May, near Paris.
He was transferred from France to The Hague in October.
The initial hearing before a pre-trial judge took place at the United Nations International Residual Mechanism for Criminal Tribunals, which has taken on cases left over from the ICTR.
Kabuga spent years on the run using a succession of false passports, with investigators saying that he had been helped by a network of former Rwandan allies to evade justice.
His lawyers argue he should be tried in France but France's top court ruled he should be moved to UN custody.
Kabuga was initially to be transferred to the UN court's facility in Arusha, Tanzania, which took over the ICTR's duties when it formally closed in 2015.
But a judge ruled he should first be taken to The Hague for a medical examination, and it was not immediately known when or if Kabuga might be transferred to Arusha.

A 22-YEAR-OLD Lobengula West man in Bulawayo on Tuesday disarmed an ex-police sergeant using a golf club during a robbery attempt prompting members of the community to bash the suspect. BY NIZBERT MOYO The young man disarmed Ian Sibanda (54), who was accompanied by Learnmore Kwari intending to rob an old woman (name yet to be revealed) after getting wind that she had sold a house for US$20 000. Neighbours told Southern Eye that the 22-year-old young hero (name not disclosed)’s action resulted in the arrest of the suspect. Acting Bulawayo provincial police spokesperson Inspector Nomalanga Msebele yesterday confirmed the arrest of Sibanda, adding that investigations were in progress. “I can confirm that on November 10, the complainant was watching television in her sitting room with her three grandchildren,” Msebele said. “The two robbers knocked at the back door of the house and were allowed in by one of the grandchildren. They had parked their dark green BMW vehicle in the neighbourhood.” She added that Sibanda and Kwari were wearing caps and face masks, which partially covered their faces and they demanded cash from the old woman while holding an unregistered pistol whose serial numbers had been removed. Msebele said the old woman fled from the room while screaming for help, and one of her grandsons came out of the bathroom and armed himself with a golf stick. The police spokesperson said the young man used the golf stick to beat Sibanda until he dropped the gun. The young man and Sibanda wrestled until neighbours, as well as police officers, arrived and apprehended the suspect. Kwari managed to escape from the scene. Police officers recovered BMW car keys which belong to Sibanda and a firearm with one live round of ammunition.

Islamist militants in Mozambique have beheaded more than 50 people at a village in the northern part of the country, local media reports.
The attack was carried out by an Isis-linked group in the village of Muatide in conflict-ridden Cabo Delgado province, spanning several days.
A local news agency said the attackers set fire to several villages and gathered together people they had captured from nearby forests on a single football pitch. The victims were then decapitated and their bodies chopped to pieces, while women from the villages were abducted.
