Italy Will Not Let it Go
Italian prosecutors formally put four high-ranking members of Egypt’s security forces under investigation on Thursday over the alleged 2016 kidnapping, torture and killing of Italian doctoral research student Giulio Regeni — whose body was found on a highway in Cairo. Sergio Colaiocco, a prosecutor in Rome, Italy, told a session of a special parliamentary commission on the slaying of Giulio Regeni.

ON December 9 2020, consumers and internet users nationwide struggled to access internet services as one of the biggest internet services provider ZOL Zimbabwe’s system was not working. The company issued a statement and this was one of the most widely felt disruptions of internet service platforms since the 2019 national internet shutdown. The disruptions had far-reaching implications on the provision of downstream services. In Zimbabwe, the ability to access critical services such as healthcare, education, banking and commerce can literally depend on the reliability of the internet at all times and the broader business online in the age of the global pandemic, COVID-19. Since the outbreak of the pandemic which limited face-to-face meetings, the majority of organisations are performing their business online. In 2016, the Information Communication Technology, and Cyber Security ministry issued the Postal and Telecommunications (Quality Services) Regulations. These quality service regulations apply to the quality of voice calls, SMS, internet and mobile data, customer services and postal services. It is not enough for both internet service providers (ISPs) and mobile network operators (MNOs), to blame system upgrades for prolonged interruptions of internet services. ISPs should uphold internet services standards to ensure that disruptions of internet services are minimised and consumer rights are protected while engaging on the platforms available. As Zimbabwe, as is the case with rest of the international community, grapples with containing the spread of the deadly COVID-19 pandemic, network resilience and responsiveness becomes a strategic national issue. Accordingly, the Postal and Telecommunications Regulatory Authority of Zimbabwe second-quarter 2020 industry report noted: lThe COVID-19 pandemic has demonstrated the critical importance that telecommunications infrastructure plays in keeping businesses, governments, and societies connected and running. lAs a result, many telecom players providing broadband have benefitted from a surge in the traffic of data as shown in the report. l The exercise of the right to freedom of expression and to access information using the internet are central to the enjoyment of other rights and essential to bridging the digital divide. BY HENRY MHARA WARRIORS coach Zdravko Logarušic is expected to make changes to his Africa Nations Championships (Chan) squad with some players who are in camp set to be dropped. He initially called 34 players in camp to prepare for the tournament, but was forced to drop six FC Platinum players whose club is engaged in the Caf Champions League. The squad has been training since last week, including playing friendly matches against some local Premier Soccer League teams. On Thursday, the Warriors played against Ngezi Platinum Stars before facing off with Caps United yesterday. Former Warriors captain Denver Mukamba, now with Ngezi Platinum, did enough in the match to convince Logarušic that he deserves to be in the squad. The former Dynamos and Caps United midfielder has already been drafted into the squad. The performance and subsequent inclusion of Mukamba has convinced Logarušic that he could have missed some players who deserve to play in the national team. Speaking to NewsDay Weekender yesterday, Logarušic said: “I’m using the friendly matches against the local clubs to see if there are other players that can fit in the Chan team. The current players in the squad were chosen by my assistants because I didn’t know them. I’m playing these games to see if there are some players we missed during the initial list. “I know just 10 players who I worked with in February in training and that means the remainder I never watched them during matches. That is the reason I have requested for the friendly matches. And it has been beneficial because yesterday (Thursday) I saw Mukamba and I have already asked him to join us. We also played Caps United and I have seen some very interesting players and I am still thinking about them.” Logarusic said his team will play two more friendly matches this weekend. They play Yadah today. “We will check in those matches to see if we can pick some more players.” The Croat is expected to announce the training squad after the Sunday friendly match before the players break for the festive season. by Kevin Mapasure FORMER Caps United and Warriors leftback Cephas Chimedza has revealed the heartbreak he suffered 15 years ago after missing out on an opportunity to break into the English second-tier league, the Championship. Chimedza shared letters from December 2004 and January 2005 on his Twitter page that show arrangements were being made for him to travel to England for trials with Sheffield United. The trials did not materialise in the end and after his followers on Twitter inquired why he never made it to the United Kingdom he only said the intermediary disappeared, after too many people got involved in the deal. 'The guy who was the intermediary didn't want any other people to get involved, so he just disappeared on the last minute,' he responded after followers, mostly Zimbabwean football fans got curious. Former Warriors midfielder Clemence Matawu, who recently announced retirement after a long and illustrious career, suggested that Chimedza should write a book about his experience as he had many interesting stories to share. Chimedza shared a letter from Sheffield United to the British High Commission in Harare requesting that he be granted a visa to travel for trials. 'We request that the above player be allowed to trial at Sheffield United,' the club wrote on December 29 2004, few weeks after Chimedza had been voted Soccer Star of the Year after leading Caps United to a league title. Then Caps United boss, Twine Phiri, consented to Chimedza trailing at Sheffield United. 'As per the attached letter from Sheffield United requesting the above mentioned player, Caps United hereby authorise him to proceed for trials as requested,' part of the letter read. Chimedza was pencilled to leave on January 5, but the trip never materialised. Instead, he was to move to Belgium that year to join Germinal Beershot and also played for Sint Truidense, before moving to lower leagues. NEARLY 200 families in Budiriro, Harare, are sleeping in the open when it is raining after their homes were demolished by the local authority. Pictures of wailing women, furniture strewn outside and bulldozers ploughing into houses were reminiscent of 2007 winter action —Operation Murambatsvina. The demolitions were done under the pretext of the residential area being illegal. For the first time, City of Harare did this by the book — obtained a court order before unleashing the bulldozers on the hapless poor. Legally speaking, the council was correct but there is a difference in how it treats the rich who commit the same breaches of the law. Sam Levy, the Chinese and Solomon Tawengwa got away with it when they built illegal structures. They were given an opportunity to regularise their structures and operate. One thing is clear; if one has money and political influence, their transgressions can be overlooked. unlike the poor. Looking at this abuse of the poor in isolation does not help. We can better understand it by using ideological lenses. It is becoming explicit that the government, as constituted now, represents capital, it is for capitalism, neoliberalism or Post-Washington Consensus. Conservative estimates say as many as 300 000 jobs were lost during the lockdown. Ncube said: “In line with the economic rebound projected in 2021, formal employment is projected to grow with about 150 000 formal jobs expected to be recovered after having been lost due to COVID-19 pandemic. “Similarly, incomes are also expected to rise, with per Gross National Income per capita expected to increase to US$1 835 from the current levels of US$1 156.” It is interesting that Ncube, conveniently, did not tell Parliament how many families had benefitted from the cash transfers for the poor and vulnerable. He also deliberately did not tell the august House how many jobs were saved by his $18 billion industry bailout he had announced in May. It’s not an oversight that the numbers were negligible, henmce, he was embarrassed to spell them out. Ncube went ahead and evaded another kick in the teeth by using euphemisms instead of direct language that government was going ahead to retrench workers and where possible suppress wages and salaries.
