Less than a week after she announced that a motion would be filed seeking to remove the President from office, Opposition Leader Kamla Persad-Bissessar announced that plans to file a motion of no confidence against the Prime Minister were underway.
Last Friday Persad-Bissessar announced that a constitutional motion would be filed seeking the removal of Paula-Mae Weekes from office, alleging that she was politically influenced on the selection process of a Police Commissioner after a visit from a high-office holder and therefore unfit to continue as President.
The motion was defeated by the Parliament's Electoral College during an extraordinary sitting of the House of Representatives and the Senate on Thursday by a vote of 24 members for, 47 members against with no abstentions.
During the sittings, the microphones of several Opposition MPs were muted as they repeatedly interrupted House Speaker Brigid Annisette-George as she attempted to proceed with a vote on the motion.
At a media conference at her Charles Street, Port of Spain, office on Thursday, Persad-Bissessar described the failure of the motion as an \"attack on democracy\" and warned that if left unchecked TT's institutions would be vulnerable to political interference.
She added that her party would continue to raise the issue even after its defeat in Parliament and said her party would commence with an \"October revolution.\"
Asked why she chose to file a motion against the President instead of a no-confidence motion against the Prime Minister in which the matter could be debated, Persad-Bissessar said, \"It's coming.\"
\"The last time I brought a no-confidence (motion) against the Prime Minister in 2010 the government fell, so it's coming in due course.
\"This matter will be kept alive long after today until the truth is revealed, we will take it onto the people as an October revolution as happened in other countries when a constitution has failed.
\"The Prime Minister will find no rock large enough to hide under or no robe thick enough to protect him from the firestorm that will come his way as a wage for treading on our sacred Constitution.\"
Asked to refer to which part of the Constitution allowed for debates on Parliamentary motions, Persad-Bissessar said it would take more time than the media conference would allow.
\"I have to go into so much legalese which I will do on another day, so for the moment I would prefer to leave it at that.\"
Persad-Bissessar said the October revolution would include efforts from her party to challenge the government in or out of the Parliament on matters of transparency and governance.
On Wednesday the Office of the President announced that head of wealth management for Firstline Securities Ltd Maxine King and criminologist Ian Ramdhanie were nominated for appointment to the Police Service Commission (PSC).
Former Judge Judith Jones and accountant Maxine Attong were also being considered for appointment to the commission.

Persad-Bissessar's motion was in relation to events that led to the collapse of the Police Service Commission (PSC) last month and the failure to send a merit list of candidates for a commissioner of police (CoP) to the House for consideration.
Tunapuna MP Esmond Forde and Mayaro MP Rushton Paray were not present for the meeting of the college or the earlier sitting of the House, both having requested leave from Parliament and that leave being granted. No other members were absent
At the end of the college's meeting (during which members either voted yes. no or abstained when their names where called by the chairman, Speaker Bridgid Annisette-George, the Opposition fell short of the two-thirds majority needed to approve the motion.
A two-thirds vote of the members of both Houses of Parliament equates to 48 votes. The Government has 37 members in the House and Senate combined, while the Opposition has 25. The nine independent senators, Annisette-George and Senate President Christine Kangaloo complete the membership of the college.

Annisette-George announced the motion had been defeated by a vote of 47 against and 24 for. All 24 UNC parliamentarians present voted for the motion. The 36 government parliamentarians present voted against. Also voting against the motion were the nine independent senators, Annisette-George and Kangaloo to complete the 47-vote tally that saw it defeated.
When the independent senators each voted \"no\" on the motion, UNC parliamentarians cried, \"Shame!\" Their protests were particularly heightened when Independent Senator Charrise Seepersad (sister of former PSC chairman Bliss Seepersad) voted against the motion. Before the vote was taken, Opposition MPs continued the complaints they raised in the earlier sitting of the House, where the motion was heard.
Annisette-George reminded them the guidelines for the proceedings were clear. She said while there might be disagreement over the procedure being used, all members of the House and Senate agreed the matter was an important one to be dealt with.UNC MPs, including Persad-Bissessar, continued to complain about democracy being undermined, the lack of debate on the motion and whether the vote would be by secret ballot or not.
Opposition MPs and senators loudly protested the presence of Seepersad in the college's membership.
Earlier in the House, Annisette-George dismissed claims of bias levelled against Seepersad and herself in their participation in the proceedings. UNC MPs Khadijah Ameen and Rudranath Indarsingh demanded Annisette-George make a ruling on Seepersad's participation in the college,

Police dismiss a report doing on social media that they will mount roadblocks along major roads in the city
SPEAKER of the House of Representatives Bridgid Annisette-George temporarily suspended an extraordinary sitting of the House of Representatives on Thursday, after repeated interruptions and claims by Opposition MPs that the proceedings were dictatorial.
The MPs complained they were being denied the right to speak on a motion, filed by Opposition Leader Kamla Persad-Bissessar, for the appointment of a tribunal to investigate the removal of President Paula-Mae Weekes from office.
Persad-Bissessar's motion is in relation to events that led to the collapse of the Police Service Commission (PSC) last month, and the failure of a merit list of candidates for a commissioner of police (CoP) to be sent to the House for consideration.
As the sitting got under way around 10.30 am, Annisette-George sought to address questions raised by Persad-Bissessar about no debate being allowed on the motion in accordance with Section 36 of the Constitution which allows for the establishment of the tribunal.
She also sought to raise questions of bias levelled against her and Independent Senator Charrise Seepersad, by Persad-Bissessar. Seepersad is the sister of former PSC chairman Bliss Seepersad.
Annisette-George said it was not her intention to address the sitting, but the questions raised by Persad-Bissessar warranted that she respond. But as she tried to address the matters raised by Persad-Bissessar, she was repeatedly interrupted by complaints from UNC MPs about what authority she had to make her statements, and that attempts were being made to silence the Opposition.
In the midst of the repeated interjections from MPs Rudranath Indarsingh, Anita Haynes, Rodney Charles, Saddam Hosein and Dinesh Rambally, Annisette-George said there were some motions, such as those which fall under Section 36 of the Constitution, on which debate is not allowed and all MPs, including Persad-Bissessar knew this.
As Opposition MPs continued to complain, Annisette-George suspended the sitting for 15 minutes.
Earlier, St Augustine MP Khadijah Ameen complained the Opposition's MPs microphones were being shut off and Annisette-George was delaying the sitting.

IT'S nothing unusual for West Indies teams to have off-the-field issues before a World Cup tournament. Those distractions have not always hampered the team's success. In fact, West Indies have used the 'bacchanal' as fuel which propelled the team to the summit of world cricket just five years ago.
West Indies are finalising preparations for the 2021 T20 World Cup in United Arab Emirates and Oman. The regional team will play England in their opening contest on Saturday at 10 am (TT time).
The build-up to the tournament has not been ideal. Apart from two crushing defeats in warm-up matches against Afghanistan and Pakistan there has been heated debates over the 15-man squad selected for the world cup. An experienced cricketer also had a feud with a former fast bowling legend concerning his role on the team.
Last week, 42-year-old Chris Gayle attacked West Indies fast bowling legend Sir Curtly Ambrose.
Ambrose said Gayle is not an automatic choice in the starting XI in the 2021 T20 World Cup.
Gayle did not appreciate the comments made by Ambrose calling for more positivity and said he is 'finished' with Ambrose and lost respect for the bowling legend.
Former West Indies captain Sir Vivian Richards, who played alongside Ambrose, defended his past teammate.
It's not the first time Gayle has clashed with a West Indies stakeholder leading up to a marquee tournament or match.
In 2015, Cricket West Indies president Dave Cameron re-tweeted a post by a fan who said, 'Gayle goes…can't buy a run. Let's give him a retirement package…can't fail repeatedly and still front up based on reputation.'
Gayle seemed to use Cameron's comments as motivation as shortly after he cracked 215 off 147 deliveries against Zimbabwe in the 2015 ICC 50-over World Cup.
Ambrose's opinion followed weeks of criticism after the West Indies T20 World Cup squad was announced.
Fans, journalists and former West Indies players questioned why some of the players were named on the team including Gayle.
The CWI selection panel, led by former West Indies cricketer Roger Harper, was lambasted.
Jason Holder, named as a travelling reserve, was unlucky to be overlooked according to some.
Others believed players like Sherfane Rutherford, Romario Shepherd and Sunil Narine should have been selected. CWI said Rutherford and Narine did not meet the fitness standard.
Holder, Darren Bravo, Sheldon Cottrell and Gudakesh Motie are the four travelling reserves.
But all these issues beyond the boundary may help the West Indies feel right at home.
