ZIMBABWE’s leader, Emmerson Mnangagwa was sworn in as President on November 24, 2017 to replace Robert Mugabe who was deposed through a military coup. November 24 marked exactly three years since the assumption of Mnangagwa as the President of Zimbabwe. The unfortunate events of November 2017 will forever be remembered as the time that Zimbabwe kissed “democracy” goodbye, with the military apparatchiks taking control in the running of the central government. While a majority of Zimbabweans wanted Mugabe to go, we became blind, and we wanted him to go by any means necessary, at the same time allowing the opportunistic Mnangagwa and his generals to hijack the people’s emotions and modelled the whole operation as a “peoples revolution”. To some, seeing the back of Mugabe signalled a “new dawn”, some called it “independence day”, while the architects of the coup coined it a “new dispensation,” a desperate tact to sanitise the unconstitutional removal of a sitting Head of State. A majority of coups in Africa have failed to produce democratic dispensations, ours was not an exception, examples being Equatorial Guinea, Uganda, Djibouti, the Republic of Congo, Mauritania, Sudan and Chad. It was clear from the onset that Operation Restore Legacy had nothing to do with the revival of the economy, ending corruption, political reforms to move Zimbabwe into a democratic order were the rule of law is respected with citizens enjoying civil liberties. In his article, Jonathan Moyo referred to seven key demands made by the military on November 16, 2017 to Mugabe through the then Commander of the Zimbabwe Defence Forces, General Constantino Chiwenga, to justify Operation Restore Legacy. Where we so naive not to read through Chiwenga's speech to understand that the military had stepped into the internal affairs of a political party? Instead, we jubilated and in our different corners showering praises to the military which was busy violating the Constitution of the land. That is the very day that our political consciousness vanished into thin air. We were too desperate, too excited, we suspended logic and indeed it was a celebration of half time oranges before the trophy. We are in a fix and have no one to blame except ourselves as Mnangagwa and his henchmen are now in firm control of the levers of power. From the day they got into power they have been using every instrument available to close the democratic space, arrests, abductions and disappearances are now the order of the day. The new dispensation appears to be on a warpath aimed at muzzling opposition. The Constitution has literally been suspended with statutory instruments being used to maintain Zanu PF hold on power. Parliament has since been made a joke, with recalls and swearing-in of losing candidates in the 2018 elections. What a shame! Norton legislator Temba Mliswa (independent) said: “The fuel which is used to drive the truck economy is being sold in US dollars yet people are not being paid that money. We should have real money. It is not good for us to just have big numbers without value. The economy has dollarised.” Miriam Mushonga from Mabvuku added: “The minister (Mthuli) should have presented the budget in US dollars because everything is now being charged in that currency. “Civil servants should be paid in US dollars. Citizens are being paid in Zimdollars, but have to bear the brunt of using hard currency with their earnings chewed by the cross rate.” Community Working Group on Health executive director Itai Rusike said the 2021 budget allocation to the health sector was below the level required for the delivery of quality services despite the fact that health has maintained its ranking in the top five ministries in allocation of government funding. “The Health and Child Care ministry got $54,7 billion which is about 13% (of the budget). But has the allocation increased in real terms if compared to other years? “While the government has shown signs of prioritising health, the overall level of public spending is still low relative to need. Health, thus, needs to continue to be prioritised and the share of gross domestic product needs to be maintained,” he said. He, however, noted that the budget allocation for health did not increase in real terms. Rusike urged the government to make health delivery a top priority if it was to save its health institutions from imminent collapse. “The state of health services is directly related to the government’s misplaced priorities. Government is not allocating adequate resources to the health sector,” he said. Rusike hinted on the possibility of the COVID-19 pandemic going out of hand should there be no adjustments to the health sector allocation. Parliamentary Portfolio Committee on Education chairperson Priscilla Misihairabwi-Mushonga said she was happy with the budget as her brief was given. “The ministry (Primary and Secondary Education) was given a lot of money. I just hope it is not going to salaries. In the previous budget, all the money went to budget salaries,” she said. Tafadzwa Chireya from Epworth said he was happy that education was given a priority. “You see for yourself that the standards of education have gone down, especially because of COVID-19. BY WINSTONE ANTONIO This come as Zimbabweans have fallen victim to the scams losing fortunes to masterminds of these fraudulent schemes. The drama is a compelling story of a young female politician, Shelea, who faces hurdles as she tries to balance between being a wife and mother at the same time making a difference in her community. Written by Sitshengisiwe Olinda Siziba and produced by Patsimeredu Edutainment Trust, the drama is part of a She-Leads Project being spearheaded by Hivos in partnership with the Irish Embassy in Pretoria, South Africa. The episode opens with a conversation between main character Shelea Gore speaking to her maid Sisi Kiri who was a victim of fraudulent pyramid scheme that was being run by her potential fiancé who eventually dumped her. “I have a heartbreak madam, do you remember my potential candidate whom I used to talk about? “He has dumped me. “I was introduced to this guy by a friend of mine and we started dating without any problems and I was deeply in love with him madam, I am heartbroken, I am crushed madam,” Kiri said. “I was involved in a lot of investment deals with him as I thought we had a long-term relationship. “I had recruited other women who are my friends and I don’t know how I am going to tell them that he disappeared with their money.” Narrating her ordeal to her boss on how she was enticed to join a pyramid scheme, Kiri said she was advised to take advantage of the COVID-19-induced lockdown to make money in the comfort of her home. “Madam this man advised me that if I had some money it would be wise to invest in his project (pyramid scheme). “He assured me that with as little as US$13, the joining fee, I would get US$7 500 as interest or profit,” she said. “I decided to give him more money so that I could get more profits than just putting in US$13. I have been paying into the pyramid scheme and even the recent salary that you paid me, I took it there.” For her to make more money, Kiri said, she was encouraged to recruit more people to subscribe to the scheme. “I had recruited my friends, more than six people, and one of the women who had been impressed by the offer had to remove roofing sheets from her house and sell them to contribute to the scheme and now it is about to rain what will she do after the man varnished with her money,” she said. “Now he has switched off his phone, his office has been closed and now the women want their money, how will I tell them that he disappeared with their money?
