Gov. Greg Abbott has appointed outgoing state Rep. Shawn Thierry, who recently switched from the Democrat to Republican party, to the state's juvenile justice board, as the conservative lawmakers push to ensure juvenile inmates are housed according to the biological sex assigned to them at birth.
