ZIMBABWE is trapped between State collapse and State failure because President Emmerson Mnangagwa’s government has failed to provide basic amenities for its citizens, uphold civil liberties and arrest the economic freefall, analysts have said. By Richard Muponde For the past two decades, Zimbabwe has been experiencing economic turbulence characterised by high unemployment, inflation as well as the collapse of manufacturing sector. The situation deteriorated under Mnangagwa, who snatched power in 2017 through a military coup. Rising reports of gross human rights abuses under Mnangagwa further isolated the country and denied it the much-needed funding from international financial institutions to revive the collapsing industry. Doctors and nurses have repeatedly been on strike demanding better salaries. Teachers are currently on strike, after declaring incapacitation, a situation that has triggered chaos in schools that reopened from September 28 to November 3 on a staggered process. But instead of attending to the plight of the teachers, government is plotting to dock their salaries. In an interview yesterday, political analyst Alexander Rusero said the functionality and progress of a country was measured by certain indicators and more importantly, clear-cut separation of powers. “Not in Zimbabwe, everything is just decomposing to the core, and if we were to have a happiness index, Zimbabwe would score between zero and one out of 10 in terms of being happy,” he said. “Education is fast becoming dysfunctional, the health system has been down for almost a year and without health and education systems functioning properly, what else can a country have and point to in terms of functionality.” Rusero said those indicators were realities that point to a State trapped between collapse and failure. “Parliament is paralysed, the Judiciary is paralysed and only partially, the Executive is functional, however, devoid of public policy, strategy and vision. More importantly, the State has become bankrupt much to the threat even of its own existence,” he added. Rusero’s sentiments were amplified by professor Austin Chakaodza, who said Zimbabwe was a failed State, claiming it had been subjected to arbitrary, oligarchic and undemocratic leadership. “It’s clear that Zimbabwe is a failed State in that citizens are suffering from a wide range of problems,” he said. “These include lack of employment opportunities, lack of income to obtain basic necessities including food, shelter, health and education services. Poverty is the order of the day in Zimbabwe.” Chakaodza said other factors that showed that the country was a failed State included lack of democracy and good governance. “When governance is democratic — that is infused with the principles of participation, rule of law, transparency and accountability, among others — it goes a long way towards improving the quality of life and the human development of all citizens,” he said. “The current government has proved to be incapable of coming up with the institutions and processes identifi
Police in Dema, Mashonaland East province, have launched a manhunt for four armed robbers who pounced on a businessman before stealing a cashbox with US$30 000, among other valuables. BY JAIROS SAUNYAMA The businessman, Hazvinei Mutasa (43) also lost his pistol to the armed robbers who besieged his homestead. Provincial police spokesperson Inspector Tendai Mwanza confirmed the incident and urged people not to keep large sums of money at home. “The public is warned against keeping large sums of cash at home,” Mwanza said. “This is a security risk which results in the money being easily stolen through robberies. We also take this opportunity to appeal to anyone who might have information on the whereabouts of the suspects to report at any nearest police station.” On November 10 at around 8pm, Mutasa was in company of his two workersoutside his home when armed men approached them and ordered them to lie on the ground. One of the suspects allegedly fired shots in the air and disarmed Mutasa of his FN Browning pistol. It is reported that three of the suspects remained outside, while others dragged Mutasa inside demanding money. The suspects disabled the alarm at the premises and threatened to kill the businessman’s child if he refused to surrender the money. He reportedly surrendered the cashbox which was in his bedroom containing US$30 000. The suspects also dismantled a CCTV server. They also got away with a Samsung S10 cellphone, Itel P33 cellphone and two small Itel cellphones before speeding off in a vehicle belonging to one of Mutasa’s workers. A MUTARE woman is facing murder charges after stabbing her sister’s nine-month-old baby accusing her of crying non-stop. BY KENNETH NYANGANI The accused Natasha Mugwenjere (32) yesterday appeared before Mutare magistrate Prisca Manhibi who remanded her in custody to November 23. The court was told that Mugwenjere was a mental patient. The State alleges that on November 9, Charlotte Muromba left her daughter in the custody of the accused. The mother of the now-deceased had reportedly gone to fetch water at a nearby borehole. The baby reportedly began to cry and this irritated the accused, who stabbed her twice on the chest with a knife. When Charlotte came back, she found her baby bleeding. They rushed her to Mutare Provincial Hospital where she was pronounced dead upon arrival.

The Institute of Chartered Secretaries and Administrators in Zimbabwe (ICSAZ) has been admitted to the International Federation of Accountants (IFAC) as an associate member, only the second Professional Accountancy Organisation in Zimbabwe to become a member. IFAC is the global organisation for the accountancy profession. It has more than 175 member and associate member organisations in 130 countries and jurisdictions, together representing nearly three million professional accountants. The decision to admit ICSAZ as an associate member was announced following a virtual meeting of the IFAC Council today (Wednesday), which accepted an IFAC board recommendation, made in September, that ICSAZ be admitted as an associate member. Previously the Institute of Chartered Accountants of Zimbabwe was the only local institute belonging to IFAC IFAC membership is a globally recognised hallmark of a high quality professional accountancy organisation. Its requirements for membership include the adoption of international standards and support for their implementation, thereby demonstrating a member organisation’s expertise in and commitment to international standards, best practice and serving the public interest. Commenting on the institute’s admission to IFAC, ICSAZ chief executive Dr.Lovemore Gomera said he was delighted that the institute’s application for membership had been accepted. “ICSAZ as a division is unique within the global Chartered Governance Institute (CGI) in producing chartered governance professionals who are also professional accountants. OVER 350 families close to Gwayi-Shangani Dam are facing imminent displacement to pave way for the construction of the largest water body in Matabelaland North province. BY PRAISEMORE SITHOLE The Gwayi-Shangani Dam pipeline was estimated to provide 147 mega litres a day and, therefore, ensure bulk water supply in the medium term to Bulawayo and Matabeleland North. Speaking during a tour of the project which was organised by Bulawayo Civic Society Organisation, the project’s assistant engineer Lucio Chayeruka said 350 families would be displaced. “I am aware of the 350 families that are going to be affected by the construction of the dam,” Chayeruka said. “We have done a survey and saw that 350 families need to be evacuated as they are going to be affected by the dam construction. “The matter is now with the Lands and Agriculture ministry, but as it stands, the matter is now urgent so urgent intervention is required.” Chayeruka said the Lands ministry would decide the fate of the families. “It is the sole responsibility of the ministry to decide when and where these families will be resettled. Once we start the construction process, the structures will have to be removed,” he said. Chayeruka decried lack of funding for the delay in the completion of the dam which is currently 39% complete after the contractor, China International Water and Electric Corporation, abandoned the project in January due to the COVID-19 pandemic. The project is being constructed to link Cowdray Park and the City of Bulawayo. In 2016, the contractor suspended operations due to lack of funding. “This dam is a US$121 million project. I haven’t seen the bill of quantities, but I know that this is a US$121 million project. Of that US$121 million, so far we have used about 39% of the money,” Chayeruka said. “The issue here is actually of funding as you will see that we have all the materials in place. The only material that we might need to buy is cement and when all funding has been put in place, the dam will only take one year to be completed.” Matabeleland Collectives chairperson Jenny Williams said civil society organisations needed to know if those families were going to be compensated. “It is important for us the civil society to empower the community that is within the 60km radius of the dam and what it will mean for them when the dam is constructed. GWERU residents yesterday urged the council to give incentives to people who pay their bills in United States dollars, saying such a move would enable the local authority to collect revenue in foreign currency. BY Stephen Chadenga The residents made the call at a consultative meeting for the 2021 budget. Gweru United Progressive Residents and Ratepayers Development Association Trust executive director David Chikore said council should charge less in US dollars to encourage ratepayers to settle their bills in hard currency. “Since council has adopted dual pricing we propose that instead of billing the US dollar component using the interbank rate, they can lower it a bit compared to the RTGS$ charge,” he said. “By introducing incentives council will be able to directly get revenue in US dollar and pay its suppliers without hassles. Without incentives people will continue opting to pay in Zimdollars.” Mayor Josiah Makombe said his council would consider the proposal. He said council was also working on ways to implement the payment of tariffs in the 2021 budget in a manner that would ease the burden on ratepayers. “That is a welcome move by residents to propose for incentives to those residents who settle their rates in US dollars and we are going to seriously consider it,” Makombe said. “We will do everything as a local authority to make sure that we implement payment methods that ease the burden on our residents.”
The alleged financier of the 1994 Rwandan genocide, Felicien Kabuga, pleaded not guilty on Wednesday as he made his first appearance at a UN court after a quarter of a century on the run.
Once one of Rwanda's richest men, Kabuga allegedly helped set up hate media that urged ethnic Hutus to \"kill the Tutsi cockroaches\" and funded militia groups.
Now in his 80s, he was arrested in France in May and transferred to the court in The Hague in October to face charges of a key role in the killing of 800,000 Tutsis and moderate Hutus.
The frail Kabuga sat in a wheelchair behind a glass screen in the courtroom, wearing a coronavirus mask. A court official helped him adjust his headphones.
His defense lawyer Emmanuel Altit said Kabuga was \"very tired\" and \"preferred not to speak\" when asked by judge Iain Bonomy if the former businessman wanted to enter a plea.
\"Given the situation, I would be grateful if you could consider this lack of response as a plea of not guilty on all the counts, under the rules and procedures,\" Altit told the court.
Kabuga, who until his arrest near Paris was one of the world's most wanted men, had already denied the charges in his court appearances in France.
The Rwandan faces seven counts including genocide, incitement to genocide, extermination, and persecution.
The UN court will later decide if he will be transferred to its branch in Tanzania for trial.
'Contributed to deaths'
The UN says 800,000 people were murdered in a 100-day rampage that began in April 1994 in Rwanda, in scenes of horror that shocked the world.
An ally of Rwanda's then-ruling party, Kabuga allegedly helped create the Interahamwe Hutu militia group and the Radio-Television Libre des Mille Collines (RTLM), whose broadcasts incited people to murder.
The lengthy indictment, read out by a court official, said that \"RTLM broadcasts contributed to the deaths of hundreds of thousands of persons identified as Tutsi civilians.\"
The radio station also identified the hiding places of Tutsis where they were later killed, it said.
Kabuga controlled and encouraged the station's content, failed to stop the broadcasts, and defended it when the minister of information criticized the broadcasts, the indictment said.
He is also accused of helping to buy machetes that were distributed to militias and ordering them to kill Tutsis.
Kabuga spent years on the run using a succession of false passports, with investigators saying that he had been helped by a network of former Rwandan allies to evade justice.
Following his arrest in a small apartment near Paris, his lawyers argued that Kabuga -- who says he is aged 87 but according to the arrest warrant is 84 - should face trial in France for health reasons.
But France's top court ruled he should be moved to UN custody on a warrant issued in 1997 by the International Criminal Tribunal for Rwanda (ICTR).
Kabuga was initially to be transferred to the UN court's facility in Arusha, Tanzania, which took over the ICTR's duties when it formally closed in 2015.

Mozambique continue their quest to qualify for the 2022 Africa Cup of Nations when they play Cameroon on Thursday.
For Cameroon, this would be a crucial game if Cameroon were not automatically through as tournament hosts.
Mozambique and Cameroon are the top two in Group F, the pair having four points from their two games. But both sides have issues to deal with.
The Indomitable Lions were only able to summon a reduced squad whilst the visitors have not played an international match of any description for over a year.

Cameroon are currently second, two points ahead of Cape Verde and level with Mozambique having also drawn one and won one of their opening matches.

A MVURWI man (30) has been slapped with a 15-year jail term by a Bindura magistrate for sodomising a 13-year-old boy. By SIMBARASHE SITHOLE Ignatius Chagwedera of Hariana Farm in Mvurwi will, however, spend 12 years in jail after magistrate Amos Mubobo suspended two years on condition of good behaviour. Prosecutor Ngoni Kaseke told the court that sometime this year, the convict broke into the complainant’s bedroom and sodomised him twice on separate occasions. The matter came to light when Chagwedera was spotted by a neighbour coming out of the boy’s room. The neighbour told the boy’s aunt who asked the complainant and he confirmed the sodomy.
