Four police officers have been arrested in connection with the killing of Mthokozisi Ntumba, the man who was shot dead amid protesting by Wits students last week.
In May, Burundi held a presidential election which was won by Evariste Ndayishimiye, candidate of the ruling National Council for the Defense of Democracy - Forces for the Defense of Democracy (CNDD-FDD) party.
Ndayishimiye was hurriedly sworn in after the untimely death of president Pierre Nkurunziza in June.
Rights violations continue
The Council encouraged donor countries which had suspended aid to Burundi to continue dialogue towards resumption of development assistance.
A report by a UN watchdog in September said human rights violations were still being committed in Burundi, including sexual violence and murder.
The country was plunged into a crisis in April 2015 when Ndayishimiye’s predecessor Pierre Nkurunziza decided to run for a controversial third term, which he ultimately won in July 2015.
His candidature, which was opposed by the opposition and civil society groups, resulted in a wave of protests, violence and even a failed coup in May 2015.

BY REX MPHISA TWO Beitbridge policemen sustained injuries after they were allegedly assaulted by the recently deployed army commandos. Detective Sergeant Albert Gonye and Detective Constable Kurai Marongere of the Criminal Investigations Department were tracking suspects believed to be stealing from haulage trucks when they were attacked and detained by a group of soldiers. The officer commanding Beitbridge Police District, Chief Superintendent Tichaona Nyongo, however, denied that such an incident occurred. But NewsDay is in possession of a letter written by the two detectives’ lawyers, which demanded to know the reasons for the pair’s assault and detention. Lawyer Jabulani Mzinyathi of Garikai and Company law firm, in a letter copied to Nyongo district area prosecutor, and the officer in charge of Beitbridge police, demanded to know why the two police officers were detained without charge. Gonye and Marongere were allegedly held for 13 hours at Beitbridge Police Station without charge. Mzinyathi said Gonye sustained injuries when he was pushed against some objects. He said the commandos, led by an army major and a captain, assaulted and disarmed the cops before deflating the tyres of their vehicles. It is alleged that the two policemen were freed after Gonye demanded that he need to be treated for his injuries. “Their arrest and subsequent detention was unlawful because there was no charge brought against them,” Mzinyathi said in the letter.

POLICE officers have been implicated in the Zanu PF district co-ordinating committees (DCC) election rigging scandals in Mutoko East with allegations that they were paid to vote as party members. BY JAIROS SAUNYAMA In a WhatsApp audio circulating on social media, a female candidate narrated how some police officers were busted and they eventually admitted that they were ordered to cast a number of ballot papers in favour of Richard Musiyiwa (Mutoko East MP) who is eyeing the Mutoko district chairmanship post. Musiyiwa’s rival for the post is businessman Zano Kahuni. NewsDay was reliably informed that chaos erupted on Monday afternoon as members demanded transparency on how the elections were conducted. “I asked Musiyiwa how the ballot papers totalled 120 while each polling station was allocated 92 of them. A police officer has agreed that he was ordered to manipulate the results. There is need for the Mutoko East DCC election to be declared null and void,” the candidate can be heard saying in the audio. “Zanu PF is being dragged to the dustbin. If President Emmerson Mnangagwa loves us, he must send someone to put order in this area, otherwise in 2023 it will be chaos. About 40 youths were expected to vote in this election, but we are having results of the winner having 77 votes. Zimbabwe Revenue Authority (Zimra) commissioner general Faith Mazani has urged people to stand up against corruption and stand up to police officers who demand customs clearance documents from them. “Let’s stand up to corruption. Police are not supposed to demand customs clearance documents,” she said. She was responding to a suggestion put to her at the Institute of Chartered Secretaries and Administrators in Zimbabwe annual conference dinner on Thursday in Nyanga. It had been suggested that Zimra train police on customs clearance documents as it often happened that clearance would be obtained from the customs department at the border but police would later stop the vehicle in which the cleared goods were, demand to see the clearance documents and then insist they were not in order. Ms Mazani said Zimra would not train police on customs documents as it was not their business to deal with customs clearance documents and they were not supposed to demand them. She said police could investigate if they suspected customs officials had committed an offence but she suggested that most people knew why police officers demanded such documents, implying it was to solicit a bribe. They should stand up to such policemen. Unless people were bold enough to stand up against corruption, nothing would change, she said. If Zimra staff were doing what they were not supposed to do, this should be reported to their superior or could even be reported directly to her, she said. “Let’s fight corruption together,” she implored. After highlighting the legal obligation of those receiving payment in foreign currency to issue foreign currency invoices and receipts and pay the tax on the transaction in foreign currency, she said fighting underhand dealings such as tax evasion and avoidance as well as corruption called for unity of purpose. She told conference participants that they were strategically positioned to “perpetuate Zimra’s zero tolerance of corruption by condemning, not condoning the vice”. “This nation is being driven by domestic resources. Therefore your role in accounting and administering taxes is critically important to the building of Zimbabwe,” she said.
