Last month's French oil giant Total E&P acquisition of Anglo-Irish Tullow assets awaits Cabinet approval before it can be endorsed by government, the Ministry of Energy has said.

Ms Kitutu also showed optimism that they were looking at Final Investment Decision (FID) by the oil companies taken by August or latest, by the end of the year, especially following the Total E&P/Tullow sales deal, which once approved, will allow investment decisions to start.

Total E&P announced last month that it had acquired Tullow's remaining 33.33 per cent stake for Shs2.1 trillion ($575m), with Shs1.8 trillion ($500m) paid once the deal has been approved by government, and the balance of Shs780 billion ($75m) paid whenever the FID has been reached.

To start oil production, projections show that the oil companies, Total E&P and Cnooc, have to invest a minimum capital of $10b (Shs36 trillion); $6.7b (about Shs24 trillion in developing the oil fields--Tilenga fields in Nwoya/Buliisa districts and Kingfisher in Kikuube, and $3.55b (Shs13 trillion), for the export pipeline from Hoima to Tanga in Tanzania.

A Port Mourant family of five who recently lost their home to fire along with over 1000 families have benefited from the Rose Hall Town Youth and Sports Club (RHTYSC)/Berbice Cricket Board (BCB) COVID-19 relief programme, a release from the two organisations stated.

The  release stated that the RHTYSC has to date been the biggest contributor to the hampers project under its charity project

Over $200,000.00 worth of the cleaning detergents were also shared out to several public institutions including the Port Mourant Public Hospital, Port Mourant NDC and Rose Hall Town Council.

Meanwhile, the 10 teams of the  RHTYSC on Sunday last named Timothy Sandia as their Walter Nero Father of the Year 2020.

Foster said that since its formation in September of 1990 by three-time Guyana and Commonwealth Youth Service Awardee, the St. Francis Community Developers- the RHTYSC has honoured a father and a mother of the year every year.

Foster handed over the award to the proud father and stated that Karim was a role model parent who should be emulated across Guyana.

The Trump administration is promising to buy 100 million testing swabs and vials by the end of the year and distribute them to states as part of the federal response to the coronavirus pandemic, according to a report to Congress obtained by CNN.

“State plans must establish a robust testing program that ensures adequacy of Covid-19 testing, including tests for contact tracing, and surveillance of asymptomatic persons to determine community spread.

The plan, first reported by The Washington Post, outlines testing targets each state is expected to report to the federal government, noting a 12.9 million nationwide testing target for the month of May.

The White House has frequently emphasized what it sees as the states’ responsibility to handle testing, saying in a blueprint on testing last month that the federal government is the “supplier of last resort.”

“The Trump administration still does not take any responsibility for ramping up our nation’s testing capacity, instead pushing the burden onto the states — forcing states to compete with each other to procure vital supplies to administer tests from the private market,” said the statement, issued by House Speaker Nancy Pelosi, Senate Minority Leader Chuck Schumer, House Energy and Commerce Chairman Frank Pallone, and Sen. Patty Murray, the top Democrat on the Senate Health, Education, Labor & Pensions Committee.

Female inmates at Korinda Prison suffering for lack of essential commodities

Female prisoners in Korinda Prison in Busia County are suffering from a lack of access to sanitary products, says a local organisation.

There are reportedly more than 100 women in Korinda Prison, many of whom relied on visits from relatives, NGOs and organisations to provide sanitary products pre-pandemic.

For women, sanitary towels are essential services because menstruation is \"not an option\".

Around the world, places such as schools and community centres where women and girls typically access critical information about menstruation are closed, while routine health services have also been reduced, says MH Day organisers.

Covid-19 will affect the menstrual hygiene management of women working in healthcare facilities, garment factories and those living in informal settlements, as well as in prisons, according to Relief Web.

The Governor of the BoG, Dr Ernest Addison, who said this in Accra yesterday during the 94th Monetary Policy Committee (MPC) news conference to announce a new policy rate, said the bank had concluded negotiations with the U.S Federal Reserve to that effect.

\"This facility is expected to be available for at least six months, provides an important foreign exchange buffer to boost dollar liquidity amid COVID-19 global pandemic, and will further enhance the BoG's dollar liquidity,\" Dr Addison said.

Dr Ernest Addison who is also the Chairman of the MPC, said the bank's latest forecast \"points to elevated risks to the inflation outlook in the forecast horizon, underscored by the recent jump in headline inflation\".

He stressed that the decision of government to access the Eurobond market earlier in the year, and the Rapid Credit Facility financing from the International Monetary Fund resulted in a build-up in reserves of $1.5 billion, constituting 2.2 per cent of GDP and therefore increased Gross International Reserves from $8.4 billion at the end of December 2019 to 10.3 billion at the end of April 2020, sufficient to provide 4.8 months of import cover.

\"The strong reserve position has helped to ensure stability in the foreign exchange market even as external financing conditions tighten and emerging and frontier economies see capital flow reversals as a result of the heightened global uncertainty,\" Dr Addison said.

“A request has been made to the Government to continue with this facility until the end of 2020 so that sites can continue to practise social distancing, but more importantly, keep workers safe and employed,” said Gloria Henry, president of the GSAJ, formerly the Business Process Industry Association of Jamaica.

The temporary closure of all non-essential BPO operations across the island for 14 days will expire on June 4, but with companies realising significant savings in operational costs, some are considering broadening the work-at-home service.

Daryl Vaz, who heads the BPO caucus of the Government’s Economic Recovery Task Force, has approved several new protocols to ensure that all operators implement preventative measures against the transmission of COVID-19.

“As much as 89 of the country’s 91 BPOs have been inspected, and the number of satisfactory ones, so far, is 57,” Vaz told a recent COVID-19 press conference at Jamaica House, adding that those numbers should increase gradually as inspections were ongoing.

“Jamaica is a natural fit for business process and knowledge process and global-services operations, and we will intensify our efforts in this regard, which will include improvements to our legal and regulatory framework and expanding our investment portfolio in the infrastructure to support the BPO industry,” Holness said.

The Competition Commission wants Telkom to cut the cost of IPConnect

Telkom has suspended its dividend policy for the next three years as it seeks to build its cash position ahead of a planned auction of radio frequency spectrum in South Africa.

“Telkom indicated in the first half of the year that it will review the dividend policy and, in considering the new dividend policy, Telkom will prioritise its capital investment programme, maintain a healthy balance sheet and consider its cash position within its capital allocation framework,” it said.

In September 1957 Arkansas Democratic Governor Orval E. Faubus became the national symbol of racial segregation when he used Arkansas National Guardsmen to block the enrollment of nine black students who had been ordered by a federal judge to desegregate Little Rocks Central High School.  His action created a national crisis with President Dwight D. Eisenhower finally ordering federal troops to Little Rock to ensure the judges order was obeyed, to protect the black students, and maintain order for the remainder of the school year.  In the speech below Faubus defends his actions and calls for continued resistance to racial integration and what he calls an all-powerful, intrusive federal government.

Those who would integrate our schools at any price are still among us. They have seized upon the present situation to promote and foment concern and discontent, because of the temporary closing of the schools. They have spread wild rumors and attempted to organize demonstrations. These are the same people and the same forces who have all along been opposed to the majority will of the people of Little Rock and Arkansas….

Last year, I stated during the September crisis that I was not elected Governor of Arkansas to surrender all our rights as citizens to an all-powerful federal autocracy…. It is my responsibility, and it is my purpose and determination, to defend the constitutional rights of the people of Arkansas to the full extent of my ability.…

I am fully aware of the deep concern of the parents for the continued proper education of their children, and I am fully aware of the inconvenience to the students in the interruption of the proper educational processes. To them, both parents and students, I express my sympathy and understanding.

To the students who are concerned, I say that in the years to follow, when you have come to realize the importance of maintaining our form of government, and the importance of preserving the great freedoms and privileges which we have known, you will be happy and proud to remember
