SPEAKER of the House of Representatives Bridgid Annisette-George temporarily suspended an extraordinary sitting of the House of Representatives on Thursday, after repeated interruptions and claims by Opposition MPs that the proceedings were dictatorial.

The MPs complained they were being denied the right to speak on a motion, filed by Opposition Leader Kamla Persad-Bissessar, for the appointment of a tribunal to investigate the removal of President Paula-Mae Weekes from office.

Persad-Bissessar's motion is in relation to events that led to the collapse of the Police Service Commission (PSC) last month, and the failure of a merit list of candidates for a commissioner of police (CoP) to be sent to the House for consideration.

As the sitting got under way around 10.30 am, Annisette-George sought to address questions raised by Persad-Bissessar about no debate being allowed on the motion in accordance with Section 36 of the Constitution which allows for the establishment of the tribunal.

She also sought to raise questions of bias levelled against her and Independent Senator Charrise Seepersad, by Persad-Bissessar. Seepersad is the sister of former PSC chairman Bliss Seepersad.

Annisette-George said it was not her intention to address the sitting, but the questions raised by Persad-Bissessar warranted that she respond. But as she tried to address the matters raised by Persad-Bissessar, she was repeatedly interrupted by complaints from UNC MPs about what authority she had to make her statements, and that attempts were being made to silence the Opposition.

In the midst of the repeated interjections from MPs Rudranath Indarsingh, Anita Haynes, Rodney Charles, Saddam Hosein and Dinesh Rambally, Annisette-George said there were some motions, such as those which fall under Section 36 of the Constitution, on which debate is not allowed and all MPs, including Persad-Bissessar knew this.

As Opposition MPs continued to complain, Annisette-George suspended the sitting for 15 minutes.

Earlier, St Augustine MP Khadijah Ameen complained the Opposition's MPs microphones were being shut off and Annisette-George was delaying the sitting.

CRICKET West Indies (CWI) has confirmed that the West Indies Women are set to tour Pakistan for three One-Day Internationals (ODIs) from November 8-14.

A CWI media release on Thursday said the Pakistan Cricket Board (PCB) confirmed all the tour logistics and submitted detailed medical and security plans to CWI for final review.

The West Indies Women are due to arrive in Pakistan on November 1 for the ODI series, scheduled to be played at the National Stadium in Karachi.

This will be the West Indies Women’s third bilateral series in 2021, after hosting Pakistan and South Africa in the Caribbean this summer. The West Indies players are currently in Antigua for a high performance training camp as part of the team’s preparation for the upcoming Cricket World Cup qualifiers.

They will travel directly to Zimbabwe after the ODI series for the ICC Women’s Cricket World Cup qualifiers from November 21-December 5. They will be one of ten teams, along with Pakistan, aiming to secure one of three qualifying places for the ICC Women’s Cricket World Cup in New Zealand in February 2022.

CWI’s CEO Johnny Grave said, “This reciprocal tour to Pakistan is an important part of our preparation plans ahead of the World Cup qualifying tournament that is scheduled to take place in Zimbabwe in mid-November. This tour to Pakistan will give the team the chance to play in different conditions compared to the Caribbean and have more high-level competitive cricket ahead of aiming to secure one of the three qualifying spots available for the Women’s Cricket World Cup next year.”

Grave said measures are in place for a safe tour.

“The security plan arranged by the PCB is the same high level that the West Indies men’s and women’s teams received when they last toured Pakistan in 2018 and 2019, respectively. Independent security advisers, Eastern Star International (ESI) have confirmed to both CWI and WIPA (West Indies Players Association) that they are satisfied that the risk is manageable and can be mitigated to an acceptable level of safety. We will now take a final recommendation to our board of directors before the selection panel confirms the squad.”

The West Indies Women toured Pakistan in January 2019 for three T20 Internationals in Karachi.

Finance Minister Colm Imbert has dismissed claims that First Citizens’ Bank (FCB) was involved in a “growing Ponzi scheme” as described by Senator Wade Mark earlier this week.

On Wednesday during the Senate’s budget debate in Parliament, Imbert said the Bank’s investment in Jamaican company, Barita, has proved to be successful and was a part of the Bank’s strategy to diversify.

He said, “FCB is diversifying outside TT with the full support of the Government. FCB is seeking to make investments throughout the Caribbean, seeking to acquire banks throughout the Caribbean – in the northern Caribbean, in the southern Caribbean and even outside of the Caribbean – and we are encouraging it.

In Mark’s contribution to the budget debate in the Senate on Monday, he said FCB was recently involved in an investment with a paper company and called for an internal forensic audit into the sale of 10,869,565 of ordinary shares.

He also demanded the resignation of FCB’s CEO and board of directors if no audit took place.

Imbert countered, saying, companies’ growth required diversifying outside of the country, and pointed to Massy and Republic Bank Ltd’s investments in the region and globally.

He said FCB’s investment in Barita since 2019 has seen a gain in its investment to Barita of TT $130 million from an investment of $260 million and a dividend income of over five per cent.

“Since acquiring the shares between 2019 and 2020 the value of that portfolio has grown from TT $260 million to TT $390 million.

“If making TT $130 million on a $260 million is bad, then I don’t know what is good. That was just Senator Mark making one of his usual wild, groundless, baseless, scandalous, frivolous and useless allegations,” Imbert said.

He added that in order for economic growth, Caricom countries needed to invest more in each other and not be insular.

“If we cry down Trinidadian investment in Jamaica, it creates an atmosphere and anti-Trinidadian atmosphere like a former prime minister some years ago created such a bad relationship with Jamaica by saying that TT is not the ATM of the Caribbean.”
