The gold mining claims in question are under Block 16 Quarts mining claims called Jilikin 25, registration number 12641BM whose owner, according to court papers seen by NewsDay, is Chad Cecil Mupandanyama, since 2005. BY STAFF REPORTER But last month, Mnangagwa filed an application with the court, alleging that he had been duped of US$4 million by Mupanganyama after he was booted out a company which he co-founded. Mupandanyama together with his company, Swifteagle Investment Business Consultancy (Pvt) Ltd, cited Eliazel Mushiringi, Tarirai David Mnangagwa, Ruan Meats Enterprises (Pvt) Ltd, Wozheri Stone Crushers (Pvt) Ltd, Registrar of Companies, provincial mining director, Mines minister Winston Chitando as co-respondents in the matter. Mupandanyama said initially, he was partners with Mushiringi, who later roped in Mnangagwa to register a company called Wozheri Stone Crushers (Pvt) Ltd using a forged signature and other documents obtained fraudulently. As a result, Mupandanyama is seeking the High Court to issue an order declaring the registration of Wozheri Stone Crushers unlawful. Mupandanyama is also seeking the cancellation of the memorandum of agreement entered into between Mushiringi and Mnangagwa on November 28, 2017. “… and consequently, that the first to the fourth defendant’s (Eliazel Mushiringi, Tarirai David Mnangagwa, Ruan Meats Enterprises, Wozheri Stone Crushers) together with their sub-tenants, assignees, invitees, members and all other persons claiming occupation through them should within 10 days of service of this court order vacate from the mining claim,” Mupandanyama said in his affidavit. According to Mupandanyama, the drama started on January 7, 2016, when he entered into a tribute agreement with Mushiringi in terms of which he (Mupandanyama) agreed to grant mining rights to Mushiringi to develop, extract, mill and treat ore from the same and dispose of the product for own account. “In terms of the agreement first defendant (Mushiringi) undertook to pay 5% of the total gross value of gold and/or any other valuable product extracted from the said mining location,” he said. On March 18, 2016, Mupandanyama said Mushiringi entered into another agreement with Mnangagwa in terms of which he agreed to give up his mining rights, which he was exercising by virtue of the tribute agreement with Mupandanyama, to Swifteagle. This included installation of a granite crushing plant, payment of council fees, mine inspection fees, transport, food, accommodation, site fencing, costs of assaying and application of certificates. “The second plaintiff (Swifteagle) paid a commitment fee of US$10 000 to the first defendant and the agreement will be expiring in March 2036,” he said. BY MIRIAM MANGWAYA Transport minister Joel Biggie Matiza has been fingered in a $66 000 fuel scam by his aide who told the Harare Magistrates Court on Monday that he took 19 000 litres of fuel with the minister’s knowledge. Cephas Chiwetu, who was employed as Matiza’s personal assistant, yesterday said he gave his former boss some of the fuel coupons and kept others for stakeholders, including journalists to facilitate their covering of Cyclone Idai. Chiwetu allegedly got the fuel and a Ford Ranger on the pretext that the minister wanted to use it to visit cyclone-hit areas in Chimanimani and Chipinge. He did that several times allegedly abusing the fuel, defrauding government of $66 000. Through his lawyer Batanai Pesanai, Chiwetu pleaded not guilty to the offence when he appeared before Harare magistrate Estere Chivasa. He said Matiza was aware that he requested the fuel and the motor vehicle for his (Matiza’s) use on trips to Cyclone Idai-hit areas. But the State, represented by George Manokore, insisted that Chiwetu misrepresented that the fuel he requested from Zinara was for the minister’s use, but he converted it to his own personal use. “My former boss (Matiza) was aware of all these requisitions. I gave him some of the fuel coupons and retained some which I was to give to other stakeholders, including journalists covering the event,” Chiwetu told the court. Chiwetu allegedly got fuel from Zinara on behalf of Matiza whom he knew was at the same time being allocated fuel from his ministry for assessment of the areas affected by Cyclone Idai, according to the State. President Cyril Ramaphosa says signs of a resurgence in Covid-19 cases in the Eastern Cape should serve as a warning to citizens to remain vigilant.
A suspected financier of the 1994 Rwandan genocide, Felicien Kabuga, made his first appearance at a UN court in The Hague on Wednesday after decades on the run.
Felicien Kabuga's a suspected financier of Rwanda’s 1994 genocide, which saw 800,000 people murdered, according to the UN.
Kabuga, now in his 80s, is accused of crimes against humanity including genocide.
UN prosecutors also accuse Kabuga of helping create a Hutu militia group and urging the killing of Tutsis through his media company.
He is also accused of helping to buy machetes in 1993 that were distributed to genocidal groups.
He denies the charges.
He is \"very tired,\" said his lawyer, Emmanuel Altit.
Kabuga, one of Rwanda's richest men was first indicted by the now-closed International Criminal Tribunal for Rwanda (ICTR) two decades ago.
On the run
But he was not arrested until this year in May, near Paris.
He was transferred from France to The Hague in October.
The initial hearing before a pre-trial judge took place at the United Nations International Residual Mechanism for Criminal Tribunals, which has taken on cases left over from the ICTR.
Kabuga spent years on the run using a succession of false passports, with investigators saying that he had been helped by a network of former Rwandan allies to evade justice.
His lawyers argue he should be tried in France but France's top court ruled he should be moved to UN custody.
Kabuga was initially to be transferred to the UN court's facility in Arusha, Tanzania, which took over the ICTR's duties when it formally closed in 2015.
But a judge ruled he should first be taken to The Hague for a medical examination, and it was not immediately known when or if Kabuga might be transferred to Arusha.

As things stand, Mozambique are in good stead to be that team, leading Group F after two games.
A 2-0 win over Rwanda in their group opener last November was followed by a 2-2 draw with Cape Verde, who will be hoping for a Cameroon win this week.
Cameroon are currently second, two points ahead of Cape Verde and level with Mozambique having also drawn one and won one of their opening matches.
