California Governor Gavin Newsom has unveiled a revised budget plan to address a $12 billion budget deficit, which includes proposals to pause new Medi-Cal enrollments for adult immigrants without legal status, close another prison, shift cap-and-trade funds to Cal Fire operations and High-Speed Rail, and slow down job growth.
