By early June, many segments of the economy were opening, but within a couple of weeks, infections and deaths were spiking alarmingly and Newsom was becoming defensive about the wisdom of reopening.

“When you have people that are struggling and suffering with severe mental health and brain health issues, when people are not attending to their physical and emotional needs, those social determinants of health also must be considered,” Newsom said on June 15.

However, from rationalizing the reopening, Newsom has shifted in recent days to admonishing Californians for not being diligent enough in wearing the masks he mandated and avoiding large, virus-spreading congregations.

Virginia Gov. Ralph Northam announced Friday that he has directed the state health department to release the names of individual long-term care facilities that have experienced a COVID-19 outbreak.

The state previously had allowed those facilities to remain anonymous to protect patient privacy.

\"However, due to the widespread nature of this pandemic, it is now unlikely that releasing facility information would compromise anonymity or discourage facilities from participating in a public health investigation,\" Northam said in a press release, which included a link to a website listing all of the facilities and the number of cases and deaths.

According to the health department tracker, the state now has 1,602 coronavirus-related deaths — 1,000 of which are linked to long-term care facilities.

The low figures come more than two weeks after Northam mandated face coverings while in indoor public spaces.

WASHINGTON (AP) — As businesses reopened Friday in more of the U.S., an overwhelming majority of states still fall short of the COVID-19 testing levels that public health experts say are necessary to safely ease lockdowns and avoid another deadly wave of outbreaks, according to an Associated Press analysis.

Maryland Gov. Larry Hogan made headlines last month when the state acquired 500,000 test kits from a South Korean company in a confidential deal, but Maryland has not had all the components needed for testing — like swabs — to meet demand.

Administration officials said they will provide states with enough testing supplies to conduct about 400,000 tests per day in May and June.

California Gov. Gavin Newsom announced that the state’s testing reached 35,000 daily this week and that more than 1 million tests have been administered.

The testing increases over the past few weeks contributed in part to Gov. Roy Cooper and state leaders feeling comfortable with easing his stay-at-home order May 8.

A recent ABC News analysis of coronavirus deaths found that many African American faith leaders have lost their lives.

Those numbers include: seven church leaders in Michigan (including two from the same church), seven in Louisiana, six in New York, three in Illinois, two in Mississippi, two in Georgia, two in New Jersey, one in Virginia, one in Tennessee, one in Alabama and one in Missouri.

In New York, at least six African American clergy leaders have died from the virus, leaving gaping holes in the church leadership and their surrounding communities.

As inmates across the country raise concerns over prison conditions during the pandemic, the Supreme Court and state courts prepare to see an increasing number of disputes in the coming weeks.

This week, the CDC released recommendations for reopening businesses, mass transit and schools across the country during the pandemic.

Texas and Florida reversed course and clamped down on bars again Friday in the nation’s biggest retreat yet as the number of confirmed coronavirus infections per day in the U.S. surged to an all-time high of 40,000.

Texas reported more than 17,000 confirmed new cases in the past three days, with a record high of nearly 6,000 on Thursday.

In Florida, the agency that governs bars acted after the daily number of confirmed cases neared 9,000, almost doubling the previous record, set just two days earlier.

A number of the hardest-hit states, including Texas, Florida, Arizona and Arkansas, have Republican governors who have resisted mask-wearing requirements and largely echoed President Donald Trump’s desire to quickly reopen the economy.
