By JANIE HAR Associated Press SAN FRANCISCO (AP) — The modest cash grant Iguehi James received from the Oakland African American Chamber of Commerce helped the clothing designer defray costs, including surge prices on elastic and fabric that jumped dramatically due to the pandemic.
