The Virgin Islands Police Department along with The Mall of St. Croix, West Indian Company (WICO), Fire and Emergency Medical Services, Department of Health, Cost U Less, Plaza Extra and Karibbean Kuts will be hosting the second annual Trunk or Treat Halloween event.
