\tUganda which currently has over 700 confirmed cases of the coronavirus has been slowly easing restrictions and emphasizing measures of social distancing for all activities in the country.

The commission says it is bound by Article 61 (2) of Uganda’s constitution which tasks it to organize elections within 120 days before the expiry of the term of president, parliament or local government.

In conducting a scientific election, the commission hopes to exercise its duty to facilitate Ugandans’ right to choose their leaders in a healthy and safe environment.

The opposition politicians accuse the electoral commission of not consulting them as it drafted the revised election roadmap.

Do Black Lives Matter in Italy?

Stella Jean is making a huge fashion statement- and not just with her clothing, but with her voice. The Afro-Italian designer is unapologetically proclaiming that Black Lives Matter in Italy and has even demanded that the Italian National Fashion Chamber- as well as her fellow designers and industry peers, uphold with concrete action, their public pledges of support of racial diversity that followed the global revival of the movement back in May after the incident of police brutality in the USA which resulted in the death of George Floyd. Incidents of racism by Italian fashion houses have been well-documented, from Gucci's Blackface sweater to Prada's Little Black Sambo bag charm to Dolce and Gabbana videos that were seen by many as mocking Asians. Even this summer, Marni - another major fashion house, apologised after being called out for its images of a Black man with chains around his ankles.

Jean and the co-author of her appeal, Milan-based U.S. designer Edward Buchanan, have expressed in interviews that the issue is deeper than just culturally insensitive designs. They claim that these racially-charged missteps highlight the lack of diversity in Italian fashion houses and the \"pervasive racism and prejudice'' in the industry despite ''significant funds allocated to provide sensitive training.''

Mixed Responses

So far, responses to her call to action have been less than encouraging as she received a letter from the council president saying that addressing racial disparity within Italian fashion was not within the body's area of responsibility - despite the fact that members had backed a diversity manifesto in December. According to the letter, such initiatives \"pertain instead to parliament, the government or any other bodies.'' Nevertheless, Jean is standing firmly on her stance, \"When you tell most people in Italy that there is a racial problem and that we are victims of racism, sometimes even on a daily basis, they reply, 'No Stella, come on, what are you talking about? Racism doesn't exist in Italy, my best friend is black, I have a black nanny, so there is no racism in Italy.'

A frequent refrain from Black creatives in Italian fashion is that they are often the only non-white person in the workplace. They also see their opportunities and access limited by their ethnic background. Jean emphasised that she is trying to prompt change from within as the only Black designer to belong to the council since its formation in 1958.

The Rome-based designer of Haitian origins released a video Monday which explores the lack of black designers showcasing their work at the last two prestigious Milan Fashion Week events - a career-transforming opportunity in the business.

Burundi is ranked among the three poorest countries in the world according to the World Bank, which estimates that 75% of the population lives below the poverty line, compared to 65% when Mr. Nkurunziza came to power in 2005.

Ed Towns emerged from North Carolina’s tobacco fields, mastered the sometimes turbulent politics of urban Brooklyn, and rose to chair the Committee on Oversight and Government Reform during a 30-year career in the U.S. House. Much of Towns’s low-key legislative style kept him focused on local concerns rather than cultivating a national presence which his senior status might have allowed. “I should jump out and push and get in front of the camera,” he once acknowledged, “but that’s just not my nature.”1Edolphus (Ed) Towns was born on July 21, 1934, in Chadbourn, North Carolina, to Versie and Dolphus Towns. His father was a tobacco sharecropper. Towns attended the local public schools before graduating in 1956 from North Carolina Agricultural and Technical State University in Greensboro. Towns served in the U.S. Army for two years before moving to New York City where he taught at Medgar Evers College, Fordham University, and in the city’s public schools. From 1965 to 1975 Towns served as director of the Metropolitan Hospital and then assistant administrator at Beth Israel Hospital. Towns earned a master’s degree in social work in 1973 from Adelphi University in Garden City, New York. Towns married the former Gwendolyn Forbes in 1960, and they have two children, Darryl and Deidra.2Active in the Brooklyn Democratic organization, Towns won election as Democratic Party state committeeman for New York’s 40th assembly district (Brooklyn) in 1972. He became the first African American appointed as deputy borough president for Brooklyn in 1976, a position that Towns used to connect with the various social and political organizations in the borough.3 In 1982 when Democratic Representative Frederick W. Richmond resigned after being indicted on felony charges, Towns moved quickly to fill the vacancy. Redistricting that year had created a new Democratic district composed primarily of African-American and Hispanic voters in Northern Brooklyn and Bedford-Stuyvesant. Towns garnered the support of Brooklyn Democratic leader Meade H. Esposito and Democratic reformer Al Vann. “I expect to be the consensus candidate,” Towns predicted. Two other candidates split the Hispanic vote, and Towns won the primary by a plurality.4 He easily won the general election.5Subsequent re-districting made Towns’s district more Democratic. Bedford-Stuyvesant remained the heart of the district while portions of Brooklyn fell away and Brooklyn Heights was added.6 The 2000 Census led to parts of south-central Brooklyn and Canarsie being absorbed into his district. BY NQOBANI NDLOVU MDC Alliance Bulawayo province has reacted angrily to the recall of five of its councillors by MDC-T leader Thokozani Khupe, describing the move as an attempt at stoking factionalism in the party. Recent reports said a group of MDC Alliance Bulawayo councillors and legislators were mulling crossing the floor to the Khupe-led MDC faction fearing recall from Parliament and council. Councillor Silas Chigora has already been removed from his post as Bulawayo East constituency district chairperson over charges of questionable loyalty to the MDC Alliance and its leadership. Khupe recently recalled former deputy mayor Tinashe Kambarami, who is already barred from office pending the outcome of a Supreme Court appeal on his legitimacy, councillors Concillia Mlalazi, Earnest Rafamoyo, Tinevimbo Maphosa and Norman Hlabani. “The Bulawayo province has decided to recall the councillors guided by the party’s constitution which states that every member shall have the duty to accept and conform to the constitution, policies, principles, rules and regulations of the party,” wrote Nomvula Mguni, the MDC-T Bulawayo provincial secretary. MDC Alliance Bulawayo spokesperson Swithern Chirowodza condemned the recalls. “We condemn the decision to recommend the recall of five Bulawayo councillors…and note there is nothing constitutional about the recommendation (to recall),” Chirowodza said. “Zimbabweans are now witnessing Khupe’s factionalism disguised as compliance with the rule of law.” The former Deputy Prime Minister, who has assumed control of the MDC party following a March 30 Supreme Court ruling, has also recalled 21 MDC Alliance legislators from Parliament and councillors from Harare City Council. Indications are that more MDC Alliance members face recall for refusing to recognise Khupe’s legitimacy. Khupe has been mandated to hold an extraordinary congress to elect a substantive leader after she won control of the opposition party formed in 1999.

Malawi’s electoral commission appealed for “peace and calm” on Wednesday as it counted ballots following a historic poll to re-elect a president after Peter Mutharika’s victory was overturned.

Voters in Malawi went to the polls on Tuesday for the second time in just over a year after the Constitutional Court dramatically ruled that last year’s polls were fraught with “grave and widespread” irregularities.

Results from the May 2019 election sparked countrywide protest that lasted months, a rare occurrence in the impoverished southern African country.

It took the top court six months to sift through the evidence before concluding that Mutharika was not duly elected and ordered fresh elections.

The chairman of the Malawi Electoral Commission, Chifundo Kachale, said tallying of the votes from 5,002 polling stations was underway.

“We appeal to Malawians to maintain peace and calm as the vote-counting continues,” Kachale told a news conference in Blantyre.

Mutharika has accused the opposition of inciting violence following isolated incidents which the police and electoral commission said had not affected the election.

“It’s obvious that the opposition is doing this,” he told reporters after voting in Blantyre, claiming some of his party monitors were “chased away, some were beaten”.

“It’s obviously people that are afraid of the will of the people that are engaging in these barbaric acts,” he alleged.

Mutharika, 79, did not take the decision of the constitutional court lightly when it overturned last year’s poll.

He accused judges of working with the opposition to steal the election through what he dubbed a “judicial coup d’etat”.

He had narrowly won the now-discredited election with 38.5 percent of the ballots, beating his closest rival Lazarus Chakwera, 65, by just 159,000 votes .

Victory in the rerun will be determined by whoever garners more than 50 percent of the votes — a new threshold set by the top court.

Some 6.8 million people were asked to vote between Mutharika, Chakwera and an underdog candidate, Peter Dominico Kuwani.

The electoral commission has until July 3 to unveil the results, although the announcement is widely thought likely to come this week.

Kachale says the commission will only announce results after dealing with all the complaints.

A News24/Ipsos poll has revealed what appears to be high levels of apathy among News24 readers toward Covid-19, and particularly among young people.

About 43% of people ages 35 to 39 expected to get the virus, which is the highest percentage across the age groups.

But when the results of the survey were split according to race, the concern was markedly higher among coloured people at 70%, compared to other aged groups, of which around 53 to 60% were afraid someone close to them would die of Covid-19.

About 65% of white people said they would have access to quality healthcare if infected, compared to 52% of black participants.

While the percentage of those who would vaccinate was in the high 60% across all age groups, it was Indian/Asian people who were more likely to do so out of all race groups.

Hosted by NAACP President/CEO Derrick Johnson and moderated by journalist Ed Gordon of Ed Gordon Media, formerly of BET, the forum had been widely promoted by the NAACP as a discussion on the need for Black media during the coronavirus pandemic and continued physical attacks on Black people by police and others.

All planned Election Commission (EC) activities between March and May 2020, including elections for Special Interest Groups (SIG), have been suspended until further notice.

The EC secretary, Mr Sam Rwakoojo, on Tuesday said the Covid-19 lockdown affected many programmes on the elections roadmap and that discussions with different stakeholders are on-going to see how to readjust.

At the time government issued the directives, the EC was completing the public display of the national voters' register for the elections scheduled for April 2020.

The activities which have been affected according to the roadmap include display of tribunal recommendations for deletion or inclusion on the National Voters Register (NVR), gazetting and publishing of candidates' nomination dates and venues, Elections of Special Interest Groups (SIGs), including older persons, Persons with Disabilities (PWDs) and youth at village and parish levels and internal political party candidates identification processes.

Former coordinator of Citizen Coalition for Electoral Democracy in Uganda, Mr Crispy Kaheru, said the way out is to suspend the planned 2021 electoral programmes to fit between the months of July and October or have the elections of SIG after the General Election.
