Horse racing began its comeback this week with a groundbreaking ceremony at the Clinton Phipps Racetrack on St. Thomas. Gov. Albert Bryan and Lt. Gov. Tregenza Roach joined members of the 35th Legislature and executives from Southland Gaming for a Tuesday afternoon ceremony.
