NASHVILLE — Tennessee officials say they plan to enforce a requirement that first-time voters who register by mail cast their ballots in person, despite a judge’s ruling that allows all eligible voters to cast absentee ballots during the coronavirus pandemic.
The state attorney general’s office provided the interpretation in response to a separate federal lawsuit that seeks to block the in-person requirement and two other absentee voting laws before the Aug. 6 primary election.
If that requirement were blocked for the August primary, the state said “County Election Commissions would be required to canvass their absentee ballot applications to identify any applications that were rejected because they were first-time voters who had registered to vote by mail and then contact those voters so that they could re-submit their applications for an absentee ballot—with a looming deadline of July 30 as the last day to request an absentee ballot.”
The state says the requirement aligns with federal law that addresses how first-time voters who register to vote by mail must provide identification.
“Because the State’s signature-verification process, ban on unsolicited distribution of absentee ballot applications, and requirement that first-time voters appear in person exist to ensure the integrity of the election process, the removal of these safeguards is not in the interest of the State or the public,” the state wrote.

“Intra trade volumes in the EAC have dropped to between 30 and 40 per cent in the past three months,” said Kenneth Bagamuhunda, EAC Director General, and Customs Trade.
“This can be attributed to the restrictions imposed on the movement of cargo trucks from the ports of Mombasa and Dar es Salaam to Malaba, Busia, Mutukula, Rusumo and other border points within the community.”
“The Rusumo border from Rwanda to Tanzania was also affected when Rwanda insisted on testing truck drivers for coronavirus thus affecting the smooth flow of goods to Kigali,” said Mr Bagamuhunda.

There is no doubt in the mind of People’s National Party (PNP) standard-bearer Dr Dayton Campbell that pulling out the voters in the upcoming general election will be difficult, but he believes he has the organisational machinery in place to trounce Jamaica Labour Party (JLP) rival Krystal Lee.
JLP councillor for the Brown’s Town division, Kim Brown-Lawrence, was in a section of the division called Woodlands, and Campbell had been conducting training of his election-day workers.
“I can say to you in no uncertain terms that of the persons that have been added to the list in the last election, we have the overwhelming majority because I have a strategic target with the enumeration programme,” a confident Campbell told The Gleaner outside of his office.
The JLP standard-bearer, who sits in the St Mary Municipal Corporation for the Retreat division, told The Gleaner that the ground was shifting from under the feet of Campbell, accusing him of being busy building a national profile while the constituency was being neglected.
Currently, the PNP has no council seat in North West St Ann, having lost all four divisions in the last local government elections.
