BY CHARLES LAITON HIGH Court judge Justice Pisirayi Kwenda today ruled in favour of the late fitness trainer, video vixen and model Michelle “Moana” Amuli’s father, Ishmael and allowed him to bury his daughter at Warren Hills cemetery as opposed to Zororo cemetery. The ruling by Justice Kwenda came about after Moana’s mother, Yolanda Kuvaoga had petitioned the court seeking an order to cancel the burial order which the deceased father, had obtained to lay his daughter to rest two weeks ago. Moana who died in a horrific accident three weeks ago that also claimed the lives of socialite Genius “Ginimbi” Kadungure, Malawian businessman Limumba Karim and Mozambican model Alicha Adams will be buried tomorrow, according to a family spokesperson, Yussuf Binali. “The validity of the burial order in first respondent’s (Ishmael Amuli) possession designating Warren Hills as the deceased’s final resting place has been confirmed by this court and the second respondent (Registrar of Births and Deaths) cannot validly issue another burial order,” Justice Kwenda said. In his detailed judgment Justice Kwenda also castigated Moana’s mother, Yolanda Kuvaoga, for over emphasising her late daughter’s secular habits on a mistaken belief that it gave her an elevated social standing in her last days. Local government refers to the provision and maintenance of public services and infrastructure at local levels. This is achieved through the use of funds generated from local communities, in addition to royalties, loans and grants from central government and other sources. Local governance infers the establishment and participation of democratically-elected representative structures that identify with the needs and priorities of the grassroots. For this system to be deemed efficient and effective, transparency and accountability should play an integral part in decision-making processes in order to provide quality services. Of late, media outlets have been awash with reportage of acts of corruption and maladministration within the majority of local authorities. It is evident that the fundamental values of professionalism and ethics are not observed by local authorities. The epidemic nature of corruption and its manifestations in local authorities have been largely attributed to a number of shortcomings, which include factors such as political patronage, budget abuse, absence of adequate monitoring that has loopholes and opportunities for fraud and clandestine criminality. Politically-exposed persons have been cited as directly influencing council decisions for personal expediency and working under an illusion of invincibility because of such political connections. However, one of the most outstanding but less regarded factor, is the existence of a weak society that has resigned itself to the periphery of active citizen participation. An active citizenry is not only necessary for demanding services, but also serves as an important gatekeeper in questioning acts of financial abuse and stopping an unmitigated slide into autocracy. Budget consultations as part of participatory budgeting system is one standard that can promote local democracy and inculcate civic interest and participation in local governance. Participatory budget consultations proffer an opportunity for stakeholders to formulate influence and evaluate council budgets. Here, stakeholders include the general public who have a direct or indirect dependency or benefit from council services. Such general public includes residents and ratepayers, businesses, churches, schools, clinics, traditional leaders and civil society organisations and other public institutions. Zimbabwe’s participatory budgeting system is a legislative creature established by the Urban Councils Act Chapter 29:15 of 1995. This then means that local authorities are guided and legally bound to follow and implement the dictates of this Act of Parliament. The images of young girls abducted by Boko Haram in 2014 shocked the world. The girls, known as the Chibok girls became a symbol of violence against women in Nigeria. Six years have passed but violence against women is still very rife.
On the occasion of the International Day for the Elimination of Violence against Women, photographer Etinosa Yvonne puts a spotlight on these female victims of violence.
''It was like writing down what they were going through and how it affected their mental health. They don't understand what they're going through, they know they're getting psychological help. But because they can't contextualize it, they're going through what they're going through and they're trying to understand what's happening on a day-to-day basis. The problems of self-esteem are very present and I have noticed that many of them don't have confidence in themselves and this prevents them from trying anything, from trying to get out of this situation they find themselves in'', she said.
Mental health problems is still taboo in society. But recently, the activism of a younger segment of the population has brought the issue to the fore.
''Because it's a taboo subject and people who have problems are told \"oh you're crazy, you have to go to church or you have to go to an imam to get prayers\". There has never been a need to sit down and discuss it. So they might stop saying that, but since it's a taboo subject they have to keep it (mental health) to themselves'', the photographer added.
For the photographer, society needs to question the way it works and especially how both sexes are viewed.
''So, it will take a lot of education for us to be accommodating and to first be emphatic towards these people. I think that as a society there needs to be a lot of unlearning...the glorification of men, and the objectification of women also needs to end. Because we have a society in which women are seen only as objects of sexual desire, of housekeeping. All these horrible opinions have to stop. It's hard for people to say, \"Okay, it's happening, it's wrong and needs to stop'', Yvonne said.
But we have to make sure that both boys and men are part of a fairer world for the women of tomorrow.
