BRIDGETOWN: Barbadian voters bought into the philosophy that they are “safer with Mia” wholesale and re-elected the ruling Barbados Labour Party (BLP) into government with a consecutive clean sweep of the 30 seats in Parliament.

Preliminary results showed the BLP had won all the seats in the election, which Prime Minister Mia Mottley called 18 months ahead of the constitutional deadline, and in the process allowed the party to become only the second political organisation in the Caribbean to sweep all the seats in an election on consecutive occasions.

The other time that has been achieved was in Grenada, when Prime Minister Dr Keith Mitchell led his New National Party (NNP) in winning all 15 seats in 2018.

Reacting to the results on Thursday morning, Foreign and Caricom Affairs Minister Dr Amery Browne said, \"For my part I wish to sincerely congratulate the people of the Republic of Barbados on the peaceful conclusion to their 2022 national elections.

\"I also warmly congratulate Prime Minister Mia Amor Mottley and her BLP team on the emphatic renewal of their mandate to serve that nation and her people. The Republic of Barbados continues to exemplify the strength of democracy within Caricom, and we can be confident that she will continue to inspire and provide good example to the rest of the world.\"

Mottley made it seven out of eight victories in the St Michael North East constituency, easily defeating the Democratic Labour Party (DLP) candidate Damien Griffith by a margin of 3,216 to 476. Roy Turney of the BFP polled 48 votes.

Mottley, who had already signalled that this would be her last general election, told supporters she would be announcing her new Cabinet on Monday and that later on Thursday, she, along with Dale Marshall, will go to meet with President Dame Sandra Mason to be sworn into office. Marshall returns as attorney general.

Mottley defended the decision to call the election early, saying it was important to “take fresh guard” as the island moves into the future to deal with a changing global socioeconomic situation.

“I thank you, you the people of Barbados for accepting us at our word that if we do not fix our problems starting from tomorrow we will not be able to guarantee safety to our people in the next ten-15 years.”

Mottley said the three-week campaign had been “rough,” telling supporters, “We wanted to start 2022 as far as possible on a fresh guard…and you have given us that opportunity.”

She recalled that on May 27, 2018, she had told the nation that (from those) “to whom much is given, much is expected,” adding, “I repeat tonight that that is our commitment to you, the people of this nation.

”I promised you…we would be the opposition to ourselves and regrettably there were those who felt that they would spawn their own opposition and do the things that would make this country almost difficult to govern,” she said, an apparent reference to Bishop Joseph Artherly, who had been a member of the victorious 2018

The Division of Infrastructure, Quarries and the Urban Development (DIQUD) will be holding three public consultations on the Scarborough redevelopment project. The consultations begin on February 23, from 5pm to 7pm, and will continue the following Wednesdays until March 9.

In a press release on Friday, the division said Scarborough’s redevelopment and the construction of international port facilities are critical to supporting the needs of a developing Tobago. The division said it was mandated by the new executive, to engage the public to ensure that the final project designs reflect the views of the widest possible group of stakeholders. The conceptual designs submitted by Secretary of Infrastructure Trevor James will form the basis for the consultations.

Under the theme Envisioning a New Scarborough, the consultations will firstly bring together members of the business community, construction industry and service sector with the lead architect and other experts on February 23. The tourism and environmental sectors will be engaged on March 2, along with land owners and residents of Scarborough and environs. The general public will be facilitated on March 9.

James said the transformation of Scarborough is the assembly’s most significant project for improving the island’s competitiveness and aiding in the equitable redistribution of income.

He added, “The design concept is not set in stone, but it is important for Tobagonians to imagine and for us to demonstrate what such an endeavour could look like, its benefits and feasibility. Listening to the views of Tobago and the many players in the space is central to the island’s success.”

Stakeholders are invited to register for the zoom platform on the event’s Facebook page @spc.tgo or via WhatsAapp at 709-6757. The meetings will also be broadcast live on Facebook, YouTube and local radio stations.

POLICE found a car moments after it was reported missing from the Curepe gyro stand where it was parked early on Friday morning.

Police said the driver parked his Hyundai Accent car on the Southern Main Road at around 1.30 am and went to Sami's Gyro to buy a meal.

While waiting in the line, the man later told police, he saw his car speeding off. He made a report to police and officers from the St Joseph CID and the Inter Agency Task Force used GPS information which tracked the car which was later found abandoned at the corner of Pioneer Drive and the Beetham Highway.

St Joseph police are continuing enquiries.

The Privy Council has dismissed an appeal brought by head of the Prison Officers' Association Ceron Richards, against the Public Service Commission relating to his suspension in 2016, for allegedly failing to secure his firearm which was stolen during a robbery at his home.

In 2017, Justice Ricky Rahim found the commission was unfair not to have taken Richards' account for the firearm and ammunition and quashed the suspension decision.

The commission successfully appealed Rahim's ruling in 2019, with the Court of Appeal ruling the judge erred when he assumed the mere assertion that the gun had been stolen was an account of the items.

Justices of Appeal Gregory Smith, Prakash Moosai, and Peter Rajkumar ruled that natural justice did not require the commission to provide Richards with an opportunity to be heard before suspending him since public service regulation 88, did not provide for an implied hearing before a suspension, and did set out a comprehensive code in how it handled allegations against a public officer.

The appellate court also held the commission was only required to consider the matters prescribed by regulation 88 in the public interest or the reputation of the public service when issuing a suspension, and it had done so.

Before the commission's appeal was heard it notified Richards that it would not be proceeding with any charges against him and lifted his suspension.

Richards appealed the Court of Appeal's decision to the Privy Council and was represented by Ramesh Lawrence Maharaj, SC, while the commission was represented by Thomas Roe, QC.

In his submissions, Maharaj said all the commission had before it was bare allegations and that trial judge Rahim was correct in arriving at the decision he did.

He said Richards provided an explanation behind the theft of the gun but this was not considered before he was suspended. Maharaj also said it was not set out by the commission why it felt the public's interest would be served by the suspension.

Maharaj said Richards complied with the requirements under the Firearms Act by securing the weapon and the commission 'could have asked questions.

'The commission acted on bare allegations and they had an opportunity to hear from him.'

Roe countered there was no practical injustice meted out to Richards when there was no right under the regulations to be heard before the suspension.

Roe insisted there was no basis for saying the decision to suspend was unfair. The allegations against Richards, which were eventually not pursued, were that he failed to adequately secure and account for the firearm and ammunition.

In their decision, the Privy Council held the commission could rationally consider that the loss of the firearm, in circumstances where it was suggested Richards had not taken proper care, was a serious matter affecting the reputation of the prison service.

","ShowFullContent":false,"FactText":null,"FactUrl":null,"RelatedIds":null,"OGImageUrl":null,"OGImageWidth":null,"OGImageHeight":null,"FavIconUrl":null,"FavIconWidth":null,"FavIconHeight":null,"IsLocal":false,"Type":null,"SummaryText":" \r\n\nThe Privy Council has dismissed an appeal brought by head of the Prison Officers' Association Ceron Richards, against the Public Service Commission relating to his suspension in 2016, for allegedly failing to secure his firearm which was stolen during a robbery at his home.\r\n\nIn 2017, Justice Ricky Rahim found the commission was unfair not to have taken Richards' account for the firearm and ammunition and quashed the suspension decision.\r\n\nThe commission successfully appealed Rahim's ruling in 2019, with the Court of Appeal ruling the judge erred when he assumed the mere assertion that the gun had been stolen was an account of the items.\r\n\nJustices of Appeal Gregory Smith, Prakash Moosai, and Peter Rajkumar ruled that natural justice did not require the commission to provide Richards with an opportunity to be heard before suspending him since public service regulation 88, did not provide for an implied hearing before a suspension, and did set out a comprehensive code in how it handled allegations against a public officer.\r\n\nThe appellate court also held the commission was only required to consider the matters prescribed by regulation 88 in the public interest or the reputation of the public service when issuing a suspension, and it had done so.\r\n\nBefore the commission's appeal was heard it notified Richards that it would not be proceeding with any charges against him and lifted his suspension.\r\n\nRichards appealed the Court of Appeal's decision to the Privy Council and was represented by Ramesh Lawrence Maharaj, SC, while the commission was represented by Thomas Roe, QC.\r\n\nIn his submissions, Maharaj said all the commission had before it was bare allegations and that trial judge Rahim was correct in arriving at the decision he did.\r\n\nHe said Richards provided an explanation behind the theft of the gun but this was not considered before he was suspended. Maharaj also said it was not set out by the commission why it felt the public's interest would be served by the suspension.\r\n\nMaharaj said Richards complied with the requirements under the Firearms Act by securing the weapon and the commission 'could have asked questions.\r\n\n'The commission acted on bare allegations and they had an opportunity to hear from him.'\r\n\nRoe countered there was no practical injustice meted out to Richards when there was no right under the regulations to be heard before the suspension.\r\n\nRoe insisted there was no basis for saying the decision to suspend was unfair. TOBAGO'S covid19 death has climbed to 234 after an unvaccinated individual died from the virus on Thursday.

In a statement on Friday, the THA Division of Health, Wellness and Social Protection reported Tobago now has 16 new covid19 cases and 419 active cases.

The division said 22 people are currently hospitalised, four of whom are fully vaccinated and 18 unvaccinated.

It said 6,031 patients have recovered from covid19.
