Il était une fois un certain colonel Jean Claude Paul, puissant militaire à la tête du corps le plus important des forces armées d’Haïti, le bataillon des Casernes Dessalines. Paul est l’homme fort au sein des hommes en kaki, au point où rien ne peut se décider sans son assentiment. Il a surtout la réputation de contrôler le trafic de la drogue en Haïti. Entre les lignes, il faut lire qu’il doit y avoir assurément des connections en Colombie avec un certain Pablo Escobar, le grand caïd de la drogue, celui qui veille à s’assurer le transit par Haïti de la cocaïne en direction de l’Amérique du Nord et de l’Europe. Ne voilà-t-il pas que le 10 mars 1988 un juge fédéral de Miami, en Floride, prononce l’inculpation de notre colonel pour trafic présumé de cocaïne. Ah !
