Lors d'une réunion du Conseil de sécurité mardi, le secrétaire général de l'ONU Antonio Guterres a dénoncé "l'échec" de la communauté internationale à "protéger" les civils des conflits armés. En 2022, les Nations unies ont enregistré au moins 16 988 décès de civils dans 12 conflits armés, en hausse de 53 % par rapport à 2021.
