Robert Brown Elliott, Reconstruction-era Congressman, was born in 1842 in Liverpool, England. He attended High Holborn Academy in London, England and then studied law, graduating from Eton College in 1859. From there he joined the British Royal Navy. Elliott decided to settle in South Carolina in 1867. He was admitted to the South Carolina bar in 1868 and began practicing law in Columbia, the state capital. Elliott worked under the future Congressman Richard H. Cain as associate editor of the South Carolina Leader and was an elected delegate to the 1868 state constitution convention. Later that year he won a seat in the South Carolina House of Representatives. In 1869, partly because of his military background, Elliott was appointed assistant adjutant-general for South Carolina. He became the first African American commanding general of the South Carolina National Guard which as the state militia was charged with fighting the Ku Klux Klan.
In 1870 Elliott was nominated by the Republican Party to run for Congress from the Third Congressional District. Elected in November, 1870, he took his seat in March 1871. While serving in Congress Elliot continuously fought the activities of the Ku Klux Klan (KKK). He also opposed the granting of general amnesty to ranking ex-Confederate military officers and civilians.
In 1872 Elliott was a candidate for one of South Carolina’s U.S. Senate seats but lost to fellow Republican John J. Patterson. By 1874, Elliott believed that he could help push his reform agenda further at the state level and resigned his House seat. He quickly won a seat in the South Carolina General Assembly in 1874. In 1875 Elliott was elected Speaker of the General Assembly.
In 1876 Elliott was elected South Carolina Attorney General. This would be his last public office. Democrats returned to power in 1876, ending the state’s Reconstruction period. Elliott continued to practice law until 1879 when he accepted an appointment as a special customs inspector for the Treasury Department. One

New York/Geneva — Child labour down by 94 million since 2000, a gain now under threat
Millions more children risk being pushed into child labour as a result of the COVID-19 crisis, which could lead to the first rise in child labour after 20 years of progress, according to a new brief from the International Labour Organization (ILO) and UNICEF.
Integrating child labour concerns across broader policies for education, social protection, justice, labour markets, and international human and labour rights makes a critical difference.\"
According to the brief, COVID-19 could result in a rise in poverty and therefore to an increase in child labour as households use every available means to survive.
\"In times of crisis, child labour becomes a coping mechanism for many families,\" said UNICEF Executive Director Henrietta Fore.
The brief proposes a number of measures to counter the threat of increased child labour, including more comprehensive social protection, easier access to credit for poor households, the promotion of decent work for adults, measures to get children back into school, including the elimination of school fees, and more resources for labour inspections and law enforcement.

Luanda — The National Assembly (AN) passed last Friday, in general terms, the bills that approve the Property Code and the Motor Vehicles Tax Code.
When presenting the bill that approves the Property Tax Code, the minister of Finance, Vera Daves, said it is time to make a deeper adjustment, adapting the diploma to the country's social and economic reality.
According to the minister, this tax will constitute one of the main sources of financing for future municipal administrations, based on Law No. 13/20 (Law on Financing of Local Governments).
With this diploma, the Executive starts to tax unproductive agricultural land, in order to encourage those who hold them to exploit their properties (agricultural land plots) or give them up (rent them or through another type of contract that they may prefer) to those who have financial conditions, as well as make the property tax revenue act as a typical revenue source for local governments.
By proposing the diploma, the government intends to revoke the Road Tax and, instead, put an additional taxation on cars with longer usage times.
